DATE: Tuesday, May 14, 2019 TIME: 6:00 pm PLACE: Kona Imin Center 76-5877 Old Government Rd, Holualoa, HI 96725 AGENDA CALL TO ORDER --c - a ROLL CALL = , ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six kill votes, and must comply with Hawai'i Revised Statutes § 92-7(d)) —i ANNOUNCEMENTS: 1. Introducing David Huerta, a new member of the Kona CDP Action Committee. 2. General Plan special meeting scheduled for Wednesday, June 12th at the West Hawai'i Civic Center Council Chambers PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. With discretion of the Chair of the CDP Action Committee, comments may be made either during the public comment portion of the agenda or during the relevant business item, and may be limited to three (3) minutes in length per agenda item. For our records, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. RECOGNITION OF OUTGOING MEMBERS: a Certificate of Appreciation from the County of Hawai'i will be presented to outgoing Action Committee Member Douglas Payne to recognize his outstanding commitment and participation. Planning staff will provide an update on finalizing amendments to the KCDP. This update will detail the approach, process, and timeline for finalizing an amendment package for submittal to the County Council for approval. The Action Committee will be able to discuss, edit, and accept the proposed amendments by way of voting. REPORTS and OTHER PRESENTATIONS: 4. Open Space Network Update: Planner Kevin Sullivan will present and lead a discussion on current progress and efforts being made on the Kona Open Space Network. 5. Presentation from Antu Harvey of Pulama ia Kona regarding Holualoa Village and the proposed formation of a Mamalahoa Kona Heritage Corridor. Antu Harvey will present the efforts and focus of the Pulama ia Kona community group followed by a brief question and answer session. 6. Ali'i Parkway Investigatory Subcommittee. The subcommittee will give a brief update as to their current progress on the AIi'i Parkway project. BUSINESS (continued): 7. PONC Investigatory Subcommittee Proposal. In their March 12, 2019 meeting the Action Committee motioned and voted to create an investigatory subcommittee to discuss and research their possible participation in the County's Public Access, and Open Space, and Natural Resources Preservation Commission Program, otherwise known as PONC. For this business item the subcommittee will relay to the Action Committee their proposed purpose, scope, and anticipated timeline for their work. The AC will be able to discuss, edit, and accept the subcommittees proposal by way of voting. ACTION COMMITTEE NEXT STEPS AND FOLLOW UP ACTIONS: PROPOSED AGENDA ITEMS FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the June 12, 2019 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review.
