WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />MINUTES <br />APRIL 4, 2019 <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman <br />Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald <br />Ikeda, Thomas Raffipiy, John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner) (9:00 a.m. to 9:05 a.m. and 11:31 a.m. to 11:43 a.m.), Christian Kay (Planner), <br />Jessica Andrews (Planner), and Sarah Hata-Finley (Commission Secretary). <br />A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and <br />staff to members of the public and went over the procedures for public testimony. <br />At 9:03 a.m., Chairman Clarkson announced that this was Commissioner Ikeda's last meeting, <br />after having served his term of five years on the Commission. Chairman Clarkson thanked him <br />for his service, thoughtful commentary, and vast reservoir of knowledge about governmental <br />history, especially in the Hilo area. Director Yee presented Commissioner Ikeda with a <br />Certificate of Appreciation on behalf of Mayor Kim, and Ms. Jackson presented Commissioner <br />Ikeda with a lei. <br />At 9:04 a.m., Chairman Clarkson announced that Item No. 2 (Edmund C. Olson Trust SLU 17- <br />000049/REZ 17-000223) and No. 5 (Piilani Partners, LLC SMA 18-070, consideration and <br />adoption of the proposed Findings of Fact, Conclusions of Law and Decision & Order) have <br />been continued to the May 2, 2019 Commission meeting. He clarified that anyone from the <br />public could still testify on those matters if they wished to do so, but the Commission would not <br />discuss or take action on those items. Chairman Clarkson also encouraged the public to return to <br />the next meeting if they were interested in those matters and apologized for any inconvenience <br />inadvertently caused by the continuation. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />1.
