Aloha Governor Ige,
I wanted to express my sincere gratitude for your support for the residents of Hawai`i County as
demonstrated by you signing Act 9 into law on April 16, 2019. The $20 million appropriated for
relief, recovery, mitigation, and remediation is so desperately needed for the neighborhoods and
communities that were devastated by the May 3 to August 7, 2018 Kilauea eruption.
Additionally, the $40 million loan that was appropriated for use as Hawai`i County's match for
federal funds will also expedite our efforts to replace vital public infrastructure that was lost
during the lava event. This path to recovery could not have been made possible were it not for
the efforts of the Hawai`i State Legislature and your office. We are truly thankful for your
compassion and generosity.
As a condition of the release of funds, the Hawai`i County Council was required to adopt
resolutions requesting the release of funds from the State. On March 13, 2019, the Hawaii
County Council passed Resolutions 90-19 and 91-19 requesting the release of the $20 million
grant and $40 million loan, respectively. Therefore, we are requesting that the appropriated
funds be released immediately so that we can move forward with our plans to assist our residents
and neighborhoods in need.

RESOLUTION NO. 90 19.
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE OF HAWAII PURSUANT TO
HRS 46-7, TO ACCEPT FUNDS AS A SUBSIDY TO THE COUNTY OF
HAWAI'1
WHEREAS, the State of Hawaii House Bill No. 1180, House Draft 1 provides
$20,000,000 as a subsidy to the County of Hawaii; and
WHEREAS, the County of Hawai'i would like to express its appreciation to the
Hawaii State Legislature for this subsidy; and
WHEREAS, these funds are to provide relief, recovery, mitigation, and
remediation assistance for disaster damage, losses, and suffering caused by the
volcanic eruption that occurred between May 3 and August 7, 2018; and
WHEREAS, the Hawaii County Council recommends the acceptance of these
funds and requests that the State of Hawaii release the funds to the County of Hawaii;
and
WHEREAS, the County of Hawai'i will report monthly expenditures to the State of
Hawaii Department of Budget and Finance; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county
departments obtain the consent of the council to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend, and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`1, in
accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of
Hawaii is authorized to execute, on behalf of the County, an agreement and related
documents with the State of Hawai'i to enable the County to receive funds as specified
above.
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawai'i
shall transmit copies of this resolution to the Office of the Mayor and to the Finance
Department.
