1. Transmitted by Chair George Campbell for informational purposes, a copy of a
letter from Salary Commission Chair Kevin Sakamoto, City and County of
Honolulu, dated April 16, 2019, to the interim chair and members of the City
Council regarding their Findings of Fact and Resolution concerning their
recommended salary adjustments by the 2019 Salary Commission.
2. From Mr. Abolghassem Sadegh, dated April 23, 2019, requesting copies of his
e-mail message be given to the Members of the Salary Commission regarding his
comments concerning liberty and justice, Garden of Eden, and wealth and poverty.
(Note: Mr. Sadegh’s e-mail was hand-delivered to the recipient, Ms. G. Yamada,
and not received electronically.)

V. New Business (for discussion and appropriate action)

VI. Unfinished Business (for discussion and appropriate action)
1. Review of existing compensation plan to include discussion and consideration on
proposals for adjustments to future salaries of executives and elected officials
beginning July 1, 2019. Discussion may include:
A. Salary Commission’s Plan, as amended, regarding a schedule concerning
future salary adjustments (increases, decreases, or no change). The objective
of the Plan is to secure the best available information toward considering and
deciding on possible future salary adjustments by consulting and inviting the
various County departments and board/commission representatives, including
input and available information by the Department of Human Resources.
ORAL PRESENTATIONS: By the various Hawaiʻi County Commissions
and Board who appoint their respective department head (and deputies) re
factors or recommendations the Salary Commission should consider
concerning their salaries:
Fire Commission: Presentation by Wayne De Luz, Chair
Police Commission: Presentation by Gregory Henkel, Chair
Liquor Commission: Presentation by Shelby Nahale-a, Chair
Merit Appeals Board: Presentation by Luahiwa Namahoe, Chair
WRITTEN SUBMITTALS: By the various Hawaiʻi County departments and
agencies submitting information concerning whether future salary adjustments
should be incorporated into the County of Hawaii’s Fiscal Year 2019-2020
budget. These adjustments may represent increases, decreases, or status quo
(no adjustments):

becoming a lobbyist \[Article 15, Section 2-91.3(b), Hawai‘i County Code\]. A lobbyist means
“any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public
officials.” \[Article 15, Section 2-91.3 (a)(6), Hawai‘i County Code\]. Registration forms and
