❖ Pololu Lookout
o SB 1262 - DLNR has requested $500,000 budget from the state legislature for a
feasibility study on trial stability and parking lot area.
• Bill has passed and is in the Ways & Means committee.
o DOCARE has been informed of possible citation to tour operators.
• There were 3 companies with a total of 8 vans full of tourist that were hiking
down the Pololu Valley Trail.
• The State Na Ala Hele Trails did not issue any permits for that day.

o NSTR.
❖ Hapu'u — Kapanaia
o The county needs the State Legacy Land funds in hand before they can start
negotiations for public purchase.
• Hopefully the monies can get to the county by the end of this year.
o Hon's & Misty Kai's properties are on the market for sale.
• The Hon's sent a letter of intent to PONC for public purchase.
o Hapu'u area of coast lands recently purchased.
• The maintenance funds application will be applied by a local non-profit.
The neighboring landowner is willing to do mowing until the maintenance funds
are available.

♦ o There is a rumor that a stonewall is being built blocking the public access trail.
• Our group will schedule a walk to check the trail access.
❖ Upolu Airport East
o NSTR.
❖ Upolu Airport Restoration
o High school students are working with a non-profit group to install check dams and
organic rolls to mitigate erosion. They are also planting native plants to control erosion.
•'• Honoipu
♦ o The new owners of the South 2-1/2 buildings have been remodeled & all asbestos have
been removed.
• The public access plan was extended without a deadline by the county.
• We will talk with the landowners before going to the county.

♦ o There is a possibility of a federal grant to applying to trails.
• We will look into it.

o A pre -draft EA was sent to the county by the landowner's representatives.
• Hopefully it will be published by April 8, 2019.
• The public will then have 30 days from the published date to comment
on the draft.
• The draft wanted to preserve cultural sites.
• Trail alignment will be discussed.
❖ Kohala Kai
o NSTR.
❖ Kohala Waterfront
0 2 ocean front lots were shoreline surveyed.
• Probably to start building.
• Two complaints were filed with Planning alleging cut -and -fill construction of an
unpermitted trail and relocating the trail without a permit on Lots 25 and 32.
o NK Community Access Group will write a letter to the Planning Director encouraging
the county to create a public access plan & have the association follow the rules.
❖ Rails to Trails
o The first Draft Report will be presented by Meridith to the NK CDP Action Committee
at their meeting on March 18, 2019, 5:00 pm at Hisaoka Gym Conference room.
• The information was gathered from the community.
• It contains maps and reports of certain sections.
❖ Kynnersley Old Road extension
o Take off the Agenda.

o How do we get younger community members involved in these processes?

o Mahalo to the neighboring landowner for mowing; they report one of the signs needs to
be replaced.
o Looking for other funds to remove invasive species until the maintenance funds are
available
o Blessing date still TBD.

•'• Pahoa Beach
• o Toni, Joe and Beth walked on March 10th to check out reports of landowner
constructing a wall. The wall is at the cul-de-sac and there is a pedestrian opening but it
is being moved from the other side of the driveway. Research needed to determine if
location was specified.
o Good news is the hedge previously reported on was cleared. Some discussion of
whether the tall rock wall on the makai house side of the trail is dangerous. At that size
should have required a permit, also to be researched.

❖ Upolu Airport Restoration
o The two high school students have completed their senior projects on check dams and
native plantings/signage.
•'• Honoipu
• o Conversation with owner is continuing.
•'• Pali Akamoa
• o Progress on the use of a possible CCSP federal grant to applying to trails. Application is
due April 8th so group was asked to vote on options to submit with respect to the portion
of the trail which is in front of the Puakea Bay Ranch community park.
• The preferred option is to take time to get a 25' buffer or ability to move trail if
it erodes, rather than push through finalizing the currently defined location.

❖ Kaiholena/Pao`o
o Wildfire survey done, meeting Friday to get crew started. There will be a school
outreach in May to initiate a project for next school year to cover user survey, signage,
archeology. NPS has funding to continue beyond this phase.
•'• Kaupalaoa
• o Rick Gmirkin identified a diagonal mauka/makai ancient trail which NPS is going to
locate and document.
❖ Kohala Shoreline LLC.
o Draft EA was not published in April 8th edition of The Environmental Notice bulletin.
Hoping it will appear in the second April edition.
• The public will then have 30 days from the published date to comment on the
draft.
❖ Kohala Kai
o NSTR.
❖ Kohala Waterfront
o NK Community Access Group wrote a letter to the Planning Director encouraging the
county to create a public access plan & have the association follow the rules, as well as
commenting on a specific trail violation that had been observed..
o The Planning Department found violations and notified us of letter sent to owner
including fines and requirement to rectify by May 151h
o HOA also seems to be in favor of a global plan that will locate trail in safe locations, on
maps, agreed by all for future reference.
❖ Rails to Trails
o Presentation by Meridith to the NK CDP Action committee at their meeting on March
18, was well received.
o Next step is to get report out to various community groups such as Kohala Seniors and
Farmers Union.
