PW&R Group, March 27, 2019 <br />PRATT RD. We reviewed an updated map and spreadsheet of TMKs for landowners and a draft of a <br />postcard to invite Pratt Rd. landowners to discuss the second phase of road clearing. We agreed that <br />an available Pratt Rd. should extend from Niuli'i to Hoea Rd. We will send out postcard invitations to <br />the landowners for a meeting on April 17th at 5:30 p.m. at the Old Judiciary Bldg. to discuss access and <br />any concerns they may have about Phase 2 of this project. We are looking to start Phase 2 in May and <br />cover the area from Old Halaula Rd. to Union Mill Rd. <br />KEOKEA PARK: We discussed the damaged safety fencing and the dangers to both residents and <br />tourists. We have been told that, as a temporary measure, orange caution tape will be installed. <br />HALAULA WELL: Toni reported that Kurt Inaba, chief engineer for DWS, informed her that Goodfellows <br />Construction Co. has been awarded the contract for installation. Mr. Inaba told her that it's very <br />important to have a meeting with those who will be most affected by the upcoming construction. He <br />referred to having such a meeting sometime in April. No date has yet been set. <br />MAHUKONA PAVILION: Toni provided us with photos of the boarded up pavilion which will be closed <br />"indefinitely." She has spoken with James Komata of P&R. Surety Kohala once prepared an <br />Environmental Assessment for new restrooms but that project failed to materialize. We now need a <br />new pavilion as well. We need to again try to have the repairs/renovations/replacement as the priority <br />on the CIP list of P&R. We noted that this has been the #1 CIP recommendation by the NKCDP Action <br />Committee for at least the past 11 years. <br />ROAD CLOSURE/ TRAFFIC DIVERSION AT KOHALA RANCH: On March 21s' there was an emergency <br />road closure from Hawi to Upolu due to the search for the fugitive, Walter Gomes III. Many of our <br />community residents coming from Kona attempted to use Kohala Ranch as a by-pass. They were <br />refused at the gate and told "this is a private road." In the past when there have been closures due to <br />police activity, people have been allowed to use the Ranch Road to access Kohala Mountain Rd. and <br />get to their destinations. In this instance people had to turn around and drive up to Waimea to access <br />Kohala Mountain Rd. resulting in much frustration and delays. Andi will draft a letter of inquiry to <br />HOA's president and inquire as to possible future access due to police road closures. <br />AG WATER STUDY: Andi reported that Mr. John Richards has not yet provided a date for a community <br />meeting re: the results of the study. Toni said that she would contact Senator Lorraine Inouye (who <br />secured the funding for the study) for an update on the status of the study. <br />NEXT MEETING: April 24th, Wednesday at 5 p.m. at the Old Judiciary Bldg. <br />
