APPROVAL OF MINUTES OF THE JANUARY 30,2018: Frankie Stapleton moved to accept the Minutes, Lito Asuncion seconded, unanimously passed. 4. COMMENTS FROM THE CHAIR: Meizhu Lui Meizhu thanked the staff for all the work they have done in this very busy sea- son, especially in developing the huge 4 -Year Area Plan! 5. STATEMENTS FROM THE PUBLIC - none 6. EXECUTIVE'S REPORT ON 2018: C. Kimo Alameda and Staff a. Ten (10) Major Achievements: 1. Silver Bulletin — 500 internet subscribers and >4,000 copies sent out. 2. Advanced Health Care Directives — Hit the 500' initiative 3. Directory — Revamped and is now 8 pages with updates every 3 months 4. Disaster Preparedness — Increased preparation since the eruption and large contributions to volcano disaster relief 5. Annual Reports 6. Yard Services — added through Kupuna Care funds 7. Housing consciousness — Corey has been hired and works closely with senior housing 8. Website — Being revamped through an outside consultant. The goal is to make it more interactive and ADA compliant. 9. Kupuna Caregivers program — Legislation is deciding whether to keep funding at $70 per day vs. $350 per week. Kimo will be pre- senting the county's draft plan next week Friday. 10. Outstanding Older Americans luncheon (see below) b. Seven new staff have been added over the last four years. Wesley Tani- gawa is now permanent and Cherine Pai is the newest Aging & Disabil- ity Services Specialist. The Intake and Referral staff has increased. C. New Area Plan: There will be time for public comment on May 8 at the Hawai'i Civic Center in Kona. Kimo encouraged us to go. This is the only public hearing that will be held. We will spend time at the next meeting going over the draft of the Plan's Goals and Objectives for 2019 - 2023. COMMITTEE ON AGING MEETING - MINUTES March 29, 2019 Page 3 Kimo asks that the committee review the handout for his plan and would like the committee's feedback by the next meeting so that the next draft can be prepared. nicrnccinn 1. Lito asked about "No Wrong Door" — Hawai'i County is embarking with the State. The state is currently in its second round of grants (6' year). Funding for the program is through DHS. There are no milestones to date. The intent of the program is to steer people the right way in the beginning. However at the State level currently misses the medial and social pieces. Funding in the 2019 state budget has $9M for Kupuna Care (KC) and $3M for the Aging and Disability Resource Centers. Hawai'i County office fil- ters referrals through the Office on Aging. They are currently trying an electronic system that is HIPAA compliant. 2. Frankie asked why the Department of Parks and Recreation (P&R) is in charge of the Elder Services. It would make sense to have it all services un- der the Office of Aging. Kimo commented that it was the way that funds come down so that certain programs must be administered by P&R. 3. Meizhu thanks Kimo for the office's transparency, and allowing this Com- mittee to engage in significant conversations regarding our Community. 7. CASE MANAGEMENT: Lito Asuncion and Sub -Committee Report After much soul searching and research, the Sub -Committee recommends that Case Management should not be brought in-house. The Mayor was concerned about the employee costs since health and retirement benefits last long after an employee leaves and/or their grant funding is cut. The main concerns of the committee were to ensure equitable distribution of case management services across the island, and to reduce wait time before a client gets called back and their issue taken care of. Under the current system, all agreed that clients were happy with the services, but sometimes were dissatisfied with the wait time. To ensure wider coverage, the committee recommended a vendor pool model, with case management contracts awarded to more than one agency rather than just to one as in the past; this might be geographically based. To shorten wait time, the committee noted that the current process could be shortened even be- fore there are referrals to case management. COMMITTEE ON AGING MEETING - MINUTES March 29, 2019 Page 4 Discussion: 1. Kimo shared that he is very impressed with the report, and agrees that the ven- dor pool is a good idea. Kimo also shared that this committee should be the voices to help market the services that Office of Aging provides to the more ru- ral areas. Kimo shared that he is open to ideas on how to better get the word out. Lito Asuncion moved to approve the sub -committee's recommendation, and George Ito seconded. 8. FOUR-YEAR AREA PLAN — HCOA Staff Meizhu has asked that we review the draft and discuss it at the next meet- ing. Kimo reminded that the Plan is "top down" where the feds give the goals, and "bottom up" where the agency determines how to achieve those goals. 9. LEGISLATIVE ISSUES: Shelly Ogata Shelly and Charlinton presented recent updates on the following items: L Hawai'i Saves 2. Kupuna Care/Caregivers Bills 3. Hearing and Benefits bill (Detailed information provided on handout.) Discussion: 1. Lito shared that he is concerned with legislative priorities as they seemed to not be focused on prevention. 2. Shelly shared that Honolulu county passed an ordinance that any new pro- ject needs to be passed through an "aging lens". 10. COMMITTEE BUSINESS: a. Donna Payesko has resigned as Vice Chair. Meizhu moved to open for nominations. Judy nominated Lito Asuncion as the new Vice Chair. Seconded by Ruth Raza. Committee unanimously voted Lito Asuncion as Vice Chair. COMMITTEE ON AGING MEETING - MINUTES March 29, 2019 Page 5 b. Meeting dates — The Committee agreed that the best dates to meet is the last Friday of the month. Next meeting schedule for May 31, 2019. Luana will look at the room calendar to ensure we can continue with the Committee on Aging meetings on the last Friday, every other month and will send out an email for meeting dates through the rest of 2019. 11. OUTSTANDING OLDER AMERICANS MONTH CELEBRATION — Theme: "Connect, Create, Contribute" - M. Keola Kenoi Okajima Activity: Report to Committee on Aging by Keola Kenoi-Okajima, Aging Pro- gram Planner, regarding the Hawai'i County Outstanding Older Americans Award Luncheon General Luncheon Information: Older American Month theme is "Connect, Create, Contribute, May 2019": Date of Luncheon: Friday May 3, 2019 Location: Westin Hapuna Beach Time: 10:30 AM — 1:30PM Ticket cost: $25.00 — Tickets available at both the Hilo and Kona, Hawai'i County Office of Aging (HCOA) offices Transportation: Generous donations were from County Council Valerie T. Poindexter from District 1, and County Council Rebecca Villegas from District 7. We were able to procure two large buses to transport approximately 100 participants. We also met with County Council Ashley Kierkiewicz recently in our office. If any further assistance may become available, we may be able to offer possi- ble Comp tickets. As it stands, tickets are $25.00 per person for those who would like to attend the luncheon. Nomination forms are available at our Hilo and Kona offices.
