D e t e r m i n a t i o n : S h a l l ( s ) a n d S h o u l d ( s ) N o t S u f f i c i e n t On August 13, 2018 Hawai‘i County Long - Range planners met with Hawai‘i County Planning Division representatives Jeff Darrow and Maija Jackson. L - R determined that the amendments did not adequately: • Resolve concurrency issues • Account for due diligence for resource impact mitigation for road corridors depicted on concurrency road map given a piecemeal development scenario • Address “Actions” that attempted to amend Hawaii County Codes • Address Policies that were inconsistent with, or tried to innovate Hawaii County Codes • Address Policy Amendments that are interrelated to policies in other sections (e.g. Land - Use, Transportation, and Housing Policies) F o r m u l a t i n g a N e w S c o p e 1. Re - Review “Shall” vs. “Should”, “Will”, “May”, etc … 2. Edit narratives where required to better set up policy amendments 3. Ensure that amendments structurally worked with inter - related Policies 4. Cross reference with overall CDP, General Plan, and HCC (sometimes HRS) 5. For Actions – Review statements that “Amends” and/ or states “Enacted by Plan” 6. Adjust statements that tried to innovate and/or deviate from HCC C h a l l e n g e s , P r o c e s s , a n d C o n s u l t a t i o n 1. Multiple Sources of Drafts and Inputs 3. Planning Department Consultation • Mayor’s Revisions Planning Division (Commission) • AC’s Revisions Administrative Permits • Keola’s Comments Subdivision • Planning Division Concerns Planning Directory and Deputy • Long - Range Initial Revisions 2.
