To Hawaii County Charter Commission Members,
My name is Joel Nakamoto and I am a Hawaii Island resident and a Professional Engineer (PE), licensed to practice in
Hawaii and California for the past 20+ years.
I am writing to express my opposition to CA -26, Draft 3 as I believe being a licensed professional engineer is an
important qualification requirement for the Director of Public Works position and should not be removed. I have read
the testimony of my local engineering colleagues and concur with their reasons for maintaining the licensed professional
engineer requirement. As such, I will not restate those reasons here.
I would, however, like to emphasize the simple fact that there is significant concern from the local engineering
community surrounding this amendment, as written. That being said, I believe it prudent for the commission to take the
time to consult with the appropriate professional engineering associations in an attempt to discuss the underlying issues
and try to come up with alternatives that, to the extent possible, balance all factors for the benefit of the public. I do
not believe that pushing this through as is, without considering input from the licensed professional engineering
community, is in the public's best interest.
