WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MAY 2, 2019 <br />A regularly advertised hearing on the consideration and adoption of the Proposed Findings of <br />Fact, Conclusions of Law, and Decision and Order for PIILANI PARTNERS, LLC (SMA 18- <br />000070) was called to order at 11:44 a.m. in the County of Hawaii Aupuni Center Conference <br />Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Thomas Raffipiy, John <br />Replogle. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />RECUSED: Dean Au. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Christian Kay (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 2 members from the public in attendance. <br />APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070) <br />Consideration and Adoption of Proposed Findings of Fact, Conclusions of Law and Decision and <br />Order for denial of a Special Management Area Use Permit to allow the development of a <br />potable water well and bottling facility with related improvements on a 2.5712 -acre parcel within <br />the Special Management Area. The subject property is located at 525 Pi`ilani Street, at the <br />northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South Hilo, <br />Hawaii, TMK: (3) 2-2-033:011. <br />CLARKSON: At this time, we have one more item on the agenda, some more unfinished <br />business. This is a consideration and adoption of Proposed Findings of Fact, Conclusions of <br />Law, and Decision and Order for our previous denial of the SMA Permit for Piilani Partners. <br />AU: Mr. Chair, may I make a statement for the record? For application number five, Piilani <br />Partners, I will be recusing myself, and the reason being is I wasn't present at prior hearings <br />which was many hearings and I have not reviewed any of the documents. So, again, I will be <br />recusing myself. <br />CLARKSON: Thank you. And, does staff have— <br />DARROW: We'll need to wait for Commissioner Aguinaldo to have quorum.
