SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE
NOTICE IS HEREBY GIVEN of the following matters to be considered by the South Kohala Action
Committee in accordance with the provisions of Section 92-7, Hawai'i Revised Statutes.

PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any it
on the agenda. With discretion of the Chair of the CDP Action Committee, comments may be gp- F4
either during the public comment portion of the agenda or during the relevant business item, anc
may be limited to three (3) minutes in length per agenda item. For our records, please fill out a
yellow request form and submit it to Planning Department Staff or the Action Committee
Chairperson prior to the Public Comment portion of the meeting.

BUSINESS:
1. General Plan Comprehensive Review and Mini Speakout Workshop: Members of the
Long Range Planning Division will provide an overview of the draft General Plan
Comprehensive Review, its relationship to the South Kohala CDP, and upcoming
opportunities for Action Committee participation. Following a brief presentation, attendees
will participate in a mini Speakout workshop to explore key sections of the draft in a similar
process to the larger public Speakouts scheduled for this August. During the workshop
portion of the meeting, the Action Committee as well as attending members of the public
will have an opportunity for questions, discussion, and providing feedback on the key
sections of the draft being presented.

APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the March
25, 2019 meeting.
REPORTS and OTHER PRESENTATIONS:
2. Waikoloa Intersection and Second Access Road Subcommittee report. Action
Committee members may propose discussion items or motions contained in such report for
placement on the next meeting agenda.
BUSINESS (Continued):
3. Election of Action Committee Officers. The Action Committee will nominate and elect a
Chair and Vice -Chair to serve until July 2020.
ACTION COMMITTEE NEXT STEPS AND FOLLOW UP ACTIONS:
PROPOSED AGENDA ITEMS FOR NEXT MEETING: Due to the June 18, 2019 special meeting and
the upcoming public engagement events in July, August, and September regarding the General Plan
Update, the July 22, 2019 Action Committee meeting is cancelled.

NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above items. According to the Operating Guidelines of the
Community Development Plan Action Committee, a person desiring to submit oral or written
testimony shall indicate her/his name and whether the testimony is her/his behalf or as a
representative of an organization or individual. Written testimony shall be submitted with an
original and nine copies prior to testifying. The Committee would appreciate timely submittal to
the Planning Department at least one week prior to the meeting date to allow for mailing and
thorough Committee review.
Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as
soon as possible, but no later than five working days prior to the meeting date, to arrange for
accommodations. "Other reasonable modification" refers to communication methods or devices for
people with disabilities who are mentally and/or physically challenged.
If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a
lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code). A lobbyist means, "any individual
engaged for pay or other consideration who spends more than five hours in any month or $275 in
any six-month period for the purpose of attempting to influence legislative or administrative action
by communicating or urging others to communicate with public officials." (Article 15, Section 2-
91.3(a)(6), Hawai'i County Code). Registration forms and expenditure report documents are
available at the Office of the County Clerk -Council, 25 Aupuni Street, Hilo, Hawai'i 96720.
