HomeMy WebLinkAboutCommunication Number 2019-11 Intersection Subcommittees Presentation - June 18, 2019 Paniolo Ave Intersection Waikoloa Second Access Road and Waikoloa Rd Waikoloa Subcommittee Report to South Kohala CDP Action Committee on Paniolo Ave - Background To investigate and report back on the issues related to the Waikoloa Rd intersection To report on the concern about not having a second access road for Waikoloa Village – – The Waikoloa Subcommittee was established at the April, 2018 SKCDPAC meeting Purpose was twofold: • • Paniolo Ave Intersection - 2020 budget, which was approved - TIAR based on this data recommended signalization of the intersection by 2010 County identified improvements being needed back in 1990 Ask Traffic Division to do a traffic count and analysis DPW and Engineering Division then plan and develop recommended improvements – – – – Subcommittee found that there is lots of community feedback of safety concerns Only one set of good traffic data from 2005, but not enough for subcommittee analysis Developers not going to deliver on obligations to build improvements County needs to take action Tim Richards submitted CIP amendment to add improvements to 2019 Waikoloa Rd • • • • • Second Access Road Evacuations have happened, and with growing population and only one road, evacuations could take hours Worthwhile to revisit when 2020 census data comes out Traffic flow improvement is among other benefits of second access road Suggest road should be built within next 10 years, but as soon as practical – – – – Lots of community concern primarily for emergency evacuations Was a high priority in CDP and included in 2005 General Plan Population in Waikoloa Village is growing rapidly Commercial and residential developments in the area will increase traffic Steps towards planning and development of a second access road should move forward • • • • • Mahalo Mahalo to Planning staff and SKCDP members from the subcommittee team: Julia Alos, Ruth Smith, and Kevin McLaughlin Learning experience: subcommittees need more guidance on scope of investigations and reports • •
