MINUTES
JUNE 6, 2019
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Joseph Clarkson presiding.
COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Thomas
Raffipiy, John Replogle.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel
for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Christian
Kay (Planner), Alex Roy (Planner), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and
staff to members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: CHARLES UMEMOTO (REZ 19-000235)
Application for a Change of Zone from an Agricultural -3 acres (A -3a) to a Single -Family
Residential -10,000 square feet (RS -10) zoning district for 7.631 acres of land. The
subject property is located at the end of Mailani Street, on the west side of Ho'omalu
Street, Waiakea Homesteads, South Hilo District, Hawai'i, TMK: (3) 2-4-080:013.
At 9:01 a.m., Chairman Clarkson announced that this item was postponed to the July 11, 2019,
Commission meeting. There was no one from the public wishing to testify on the matter.
2. APPLICANT: AUTOZONE PARTS, INC. (FORMERLY GINGER PATCH DP,
LLC) (AMEND REZ 06-000052)
Application for a time extension for Condition C (Time to Complete Construction),
amendments to Condition D (Lot Consolidation), Condition E (Traffic Report Timing),
Condition F (Access from Kekela Street), Condition G (Access from Puainako Street),
Condition H (Parking Requirements) and Condition N (Fair Share Contribution) of
Ordinance No. 07-105, which reclassified approximately 88,317 square feet of land from
a Single Family Residential -10,000 square feet (RS -10) to a Neighborhood Commercial -
40,000 square feet (CN -40) zoning district in 2007. The subject property is located along
the north side of East Puainako Street between Kilauea Avenue and Kekela Street, across
from the KTA Super Stores complex, Waiakea Homestead House Lots, South Hilo
District, Hawaii, TMK: (3) 2-2-039:031.

MINUTES — The Commission took this item up at 10:12 a.m.
Approval of Minutes of the May 2, 2019 Meeting_— It was moved by Commissioner Au and
seconded by Commissioner Raffipiy, that the Minutes of May 2, 2019, be approved as circulated.
Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS
Discussion of recent Special Management Area (SMA) determinations, minor permits
and enforcement action issued by the Planning Director.
At 10:12 a.m., Mr. Kay stated that the SMA report will be emailed to the Commission.
ANNOUNCEMENTS — None.
ADJOURNMENT — There being no further business, it was moved by Commissioner Replogle
and seconded by Commissioner Aguinaldo that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Clarkson
adjourned the meeting at 10:13 a.m.
