No. 35.54: County Council proposed alternative amendment to CA - 18, Draft 2, submitted via Resolution No. 216-19, which proposes to revise CA -18, Draft 2, to provide that an officer, board member, or employee of a nonprofit stewardship organization may receive compensation from stewardship maintenance grant funding for labor, educational workshops, or maintenance work if those activities are approved as part of the stewardship grant proposal; as submitted by Chair Adams. 2. Comm. No. 53: Formation of an ad hoc committee to draft charter amendment proposal summaries and ballot questions, propose consolidation of charter amendment proposals, and propose renumbering of charter amendment proposals for sequential ordering; as submitted by Chair Adams. 3. Comm. No. 54: Proposed amendment to the Commission's Rules of Procedure to grant the Chair of the Commission, for the duration of this Commission's term, the authority to schedule regular meetings at the discretion of the Chair of the Commission; as submitted by Chair Adams. REPORTS REFERRALS FOR EXECUTIVE SESSION Discussion and review of Executive Session minutes of June 7, 2019. The Commission anticipates a motion and vote to approve the executive session minutes during open session. The Charter Commission anticipates convening an executive meeting regarding the above matters, pursuant to Section 92-5(a)(4) of the Hawaii Revised Statutes, for the purpose of consulting with the Commission's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities. A two-thirds vote of the members present is necessary to hold an executive meeting; provided the affirmative vote constitutes a majority of the members to which the board is entitled, pursuant to Section 92-4 of the Hawaii Revised Statutes, and Rule I(d) of the 2018-2020 Hawaii County Charter Commission Rules of Procedure. Written testimony will be presented to Commission members as soon as practicable NOTICE TO LOBBYISTS If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County Code.)
