A quorum was present, Chairman Shaun Roth called the meeting to order at 5:15 p.m. and the
Commissioners introduced themselves.
APPROVAL OF MINUTES
Minutes of the Meeting of May 7, 2019 and May 21, 2019
Chairman Roth asked if there were any corrections to the minutes. No corrections were offered,
and the minutes were approved as circulated.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
There was no one from the public who wished to testify on any items on the agenda at this time.
NEW BUSINESS
1. The applicants, Taras and Irena Bogoslavets, are proposing a new duplex located at 75-5742
Alanoe Place, off of Alakai Street, in the Lono Kona Subdivision. The proposal includes the
construction of a new 2-story duplex, containing 2 dwelling units, on a 7,680 square foot lot
zoned Double -Family Residential (RD-3.75).

Ms. Newlon presented a slideshow of the project, giving a brief overview of the applicant's
submittal and described the project, a new 2 story double-family (duplex), approximately 26

feet tall with a maximum height of 35 feet, on a 7,680 sq. ft. lot located in the Lona Kona
Subdivision on Alanoe Place,just off of Alakai Street. Ms. Newlon said that the lot is
currently a vacant and is located adjacent to a 12-unit multi-family dwelling zoned RM-1 on
the corner of Alakai Street and Alanoe Place, called the Kona Driftwood.
Ms. Newlon said that the zoning for the subject parcel is RD-3.75 (Double-Family, 3,750
square feet minimum land area for each dwelling unit). Based on the parcel size of 7680 sq.
the maximum number of units is 2. According to Section 25-2-27 (a), there may be no more
than one double-family or two single family dwellings on or combination thereof, on each
building site in the RD zoning district, provided the minimum land area is met. Ms. Newlon
said that the zoning setbacks are front and rear 15 feet and 8 feet for the sides.
Ms. Newlon then went over the exterior design of the project, and said that it includes wood
siding with an "Aesthetic White" Sherman Williams exterior paint color and "Rock Bottom"
and "Porpoise" (dark grey/green) accent colors. A light grey speckled asphalt roofing
material has been selected. Each unit has a kitchen/living room and garage downstairs with
one unit with 3 bedrooms, 2 bath and a sitting area, and the other with 4 bedrooms, 2 baths
upstairs.
Ms. Newlon said that it appeared that adjustments may be required for the off-street parking
during the plan approval application process since the current configuration does not appear
to meet the zoning code requirement for two parking spaces per unit, since the two garage
parking spaces are blocked by the two parking spaces in the driveway for each unit. All
parking spaces must be individually accessible, per HCC, Ch. 25, Zoning Code, Section 25-
4-54 (a).
Commissioner Smith asked about the parking spaces provided and who makes the
determination on whether it is consistent with the zoning code, and Ms. Newlon responded
that the Planning Director makes that determination during the review of a plan approval
application.
The applicants, the Bogoslovets, offered to revise the site plan to show two parking spaces on
each side of the garage. The applicants also provided a diagram of the proposed landscaping
and an elevation of the dwelling units with the exterior colors filled in for the Commissioners
to view and submit for the file.
Commissioner Roth noted that the windows did not have trim. The applicant, Mr.
Bogoslavets responded that there would be weatherproofing around the windows.
Commissioner Smith inquired about the standard dimensions of parking spaces and for the
applicants to show that on the site plan.
Commissioner Hetherington noted that it would be helpful to show the outline of the opening
of the garage on the site plan to see whether the parking spaces obstruct the garage or not.
Commissioner Kern mentioned that it is not part of the KVDC review to go over the parking
requirements and to leave that part of the review to the Planning Department.

Commissioner Hetherington made a motion to approve the project as submitted. There was
request to wait for further discussion on the roof line of the dwelling units.
The Commission discussed that the larger unit has a roof that is sloped and is above the roof
of the smaller unit that makes it look like an addition, and that where they connect, it could
leak, and is very awkward with the other roof below it.
The applicant, Mr. Bogoslovets responded that this roof type is used often in Oregon where it
rains a lot, and has been okay.
Commissioner Roth responded that it would be better if both roofs sloped in the same
direction with an offset, and said the current design places half a gable roof design with a
shed style roof.
Commissioner Hetherington concurred with the possibility of leaking problems, especially
with the horizontal rain in Hawaii, but said he was okay with the design.
There was further discussion on the roof pitch and design of the roofs of each unit, and the
possible changes that could be made by the applicant. It was further discussed whether the
roof of the smaller unit could be adjusted so that it does not project above the larger unit.
It was moved by Commissioner Hetherington and seconded by Commissioner Kern that the
Commission recommend approval of the project as presented with the strong
recommendation that the portion of the roof of the smaller unit, which projects above the
larger unit, be modified to match, or be below, the slope of the larger unit roof. There being
no discussion, a roll call vote was taken and the motion carried with 6 ayes (Ching,
Hetherington, Ikeuchi, Kern, Smith, and Werchick), no noes, and two absent and excused
(Crusat and Sullenberger).
