Chung, Council Chair a nd FROM: Michael Yee , Planning Director SUBJECT: Additional Amend ment to the Kona Community Development Plan ( KCDP) Amendment Package : Pol icy LU - 3.4: Clus te red Rural Subdivision Guidelines. Please see below a proposed amendment to Bill N o. 87. The proposed amendment is illustrated in Ranseyer for mat with respect to the contents of Bill N o. 87 as the Policy appears in the Amendme nt Package (Exhibit A) . Mat er ial to be deleted is bracketed and stricken, m aterial to be added i s underscored. Th e proposed amend ment will bring this policy more in alignment with the original intent of the Policy as pertains to processing subdivision application s located outside o f the Kona Urban Area as defined by the KCDP 2008 ( Ord. 131). Policy LU - 3.4, as located on page 28 of the Amendment Package, is amended to read as follows: Policy LU - 3.4: Clustered Rural Subdivision Guidelines. [ The ] In addition to HCC and Administrative Rules relating to subdivisions, it is recommended that the Planning Department review applica ti ons for subdivisions outside of the Kona Urban Area in combination with the Clustered Rural Subdivisio n Guidelines in Attachment C [ apply to proposed subdivisions ] . The intent of the guidelin es is to minimize grading, preserve the natural appearance of the land to the maximum extent possible, en sure agriculture use in the State Land Use Agricultural District, and create a rural setting for residences. Towards this end, the guidelines shall, at a minimum, specify: 1. Minimum lot sizes; 2. Natural and cultural resources meriting protection and associated buffer areas, as applicable; 3. Minimum standar ds for roads and wastewater disposal; 4. Legal tools for permanent protection, maintenance of open space, an d/ or agricultural lands; 5. Connections to the open spaces of surrounding areas.
