1. CALF TO ORDER: Meizhu Lui, Chair called the meeting to order at
10:05 AM
2. PRESENT

3. APPROVAL OF MINUTES OF THE MARCH 29, 2019 MEETING: Lito
Asuncion moved to accept; Judy Bell seconded. Motion passed unanimously.
4. COMMENTS FROM THE CHAIR: Meizhu Lui thanked Kimo and staff for
their work. She congratulated Shelly Ogata on her appointment to PABEA.

4-vear Area Plan is almost final, and the Committee will
now concentrate its attention on achieving the goals and objectives of the Plan.
a. Volcano and situation in Puna: More than a year after the eruption, there
are still a lot of people in need of housing and other services. Twenty-seven
percent (27%) of the affected households were Kupuna.
b. Staff Updates: Nicolas Los Banos' last day is today and after many years of
excellent service. It will not be easy shoes to fill as the ADRC Manager;
however, Jolean Yamada is ready to step into the position. Her position as
manager for case management and vendor pool services is open.
c. Services for Seniors was the only agency that put in a bid for case manage-
ment (CM) services.
d. The Office of Aging has been testing a person -centered needs -based model
of CM, which means that if a client says they need homemaking services
(for example) for 5 days instead of 3, that was provided. However, because
Kupuna Care dollars cannot stretch to meet the needs of all. We will have
to begin prioritizing clients. The most needy of the needy will be served
first. And some services may have to be cut - for example, we started offer-
ing yard services, but that $42,000 cost may be better spent on basic ser-
vices.
Discussion:
a. "Case Management (CM)" is defined differently, by different Counties, and
the State needs a common definition in order for any of us to understand
what's happening. For example, Hawaii County has 500 CM clients, while
Maui has only 40! Clearly, they are using a different definition.

b. It was asked how much of the larger CM caseload has been due to the vol-
cano; Kimo estimated that about 20% of the people were those affected by
the disaster.
c. Due to the continuing need in Puna, through the Silver Bulletin people, will
be reminded that the problems are not over, and encourage people to con-
tinue to donate goods.
d.. It was noted that the rate for CM services in the Request for Proposals was
set very low. Kimo said that we'll stretch Kupuna Care dollars.
e. There was a question about the Congregate Meals program, every other
County experienced a drop in numbers, but in Hawaii County they have
remain the same. Why?

a. The State Executive on Aging (EOA) gave two (2) webinars to get the final
input on the State's 4 -Year Area Plan - Judy Bell, Meizhu Lui, Debbie
Wills, and Shelly Ogata participated.
b. Kimo gave a power point presentation of the five (5) goals which have not
changed since the last 4 -Year Plan. A copy of his power point is attached.
A few things was noted:
1) Keeping Kupuna Active: Since other entities provide health edua-
tion, it was felt that Kupuna could be referred to those entities rather
than the ADRC doing it. The success of the Retired and Senior Vol-
unteer Program (RSVP) was transferred to the Elderly Activities
Division (EAD), and they will manage it themselves. This follows
the Hawaii County Office of Aging's model of incubating, and then
spinning off successful programs.
2) Forge Partnerships: The ADRC will become dementia capable, an
objective of the State Plan, by working with the Alzheimer's
Haivaii Couno, is an Equal Opportunh)� Provider and Employer. QD

Association to train all ADRC staff. Homelessness is an issue being
addressed by many players. The Office of Aging will be part of that
collaboration, and does not need to lead. There is a transportation hui
that is now gaining momentum. We will look for partnerships to
addresss grandparenting issues.
3) Enhance the ADRC: A lot of progress has already been made and
there is no need to focus on this in the coming year.
4) Aging in Place: The agency will continue to work on ways to reduce
the waitlist for Kupuna Care services, and to increase support for
caregivers. Changes in how people can access Kupuna Caregiver
dollars will make it easier to help caregivers who are also trying to
hold on to their job.
5) Deep Kupuna Safe: Disaster preparedness training is planned.
c. Lito made suggestions to include in the Area Plan:
Work with the Legal Aid Society to help kupuna understand their rights
and protect themselves from fraud and abuse. This is mandated and
funded under the federal Older Americans Act.
Continue the STEP program; also through the federal Workforce Invest-
ment Act (WIA) do retraining for seniors.
d. Other things not in the Plan that we need to work on:
* The needs assessment identified the lack of service workers to be a
major issue and this is not included in the Area Plan. There is a short-
age of CNAs and service workers who are willing to travel to rural
areas. What can we do?
There is a great need for legal and financial aid to those who have
already fallen victim to fraud or abuse.

X Advisory Committee members were interested in looking more closely
at the Nutrition Program, and how to improve it to meet the different ex-
pectations and wishes of the boomer generation.
As we predicted, the new database creates more "layers" which means there is
less flexibility at the Hawaii County level. Nothing has changed - even with a
consolidated database. There is still no statewide data, and that was the pur-
pose of the consolidation! The problem is that the state has used consultants in
the re -design, and what you need is expertise within the Executive'on Aging's
office itself. There has been an emphasis on the "look and feel," rather than on
the data elements. What is needed is for the four (4) Counties data administra-
tors to meet to resolve the problems that they could do together.
9. LEGISLATIVE SUMMARY 2019 SESSION: Shelly Ogata
What did make it: Funding for the ADRCs, Kupuna Care, Kupuna Caregivers
What did not make it: Hearing aids to be covered by insurers, a private retire-
ment system where employees could voluntarily put part of their paychecks
into a retirement plan set up by the state.
Funding for the ADRCs, UB466 was not approved and the funding was put
into the base budget.
