Welcome and Roll call conducted, members introductions. acknowledged their presence. 3 Approval of the July Approval of the July 17, 2019 Meeting Minutes approved - Motion made 17, 2019, 2019 Meeting Minutes by Member Alcoran, and Minutes Member Punihaole seconded. Mayor's Letters Letters to Mayor regarding the creation of a letter to address monthly issues as an informational communications, the consideration for having a West Hawaii and East Hawaii Mayor Committees and the option of having the committees held via multiple county sites (beyond the two sites already being utilized). These three letters either did not pass motion for further action, or did not meet the conditions for feasibility. The annual report of the Committee to the Office of Aging will include the Committee concerns to the Mayor, if any. B. Bill Hanson from Civil Defense Due to change in meeting dates, Mr. Hanson will be invited to the October, 2019 meeting to be held in Kona. C. New Officers Members Patricia Walters as Chair, and Susan Shirachi as Treasurer/Secretary were introduced. Due to Chair Walters not being present, the September meeting was presented on the floor for possible cancellation. Member Shirachi made the motion, Member Alcoran seconded. Motion carried with unanimous vote. D. Videoconferencing for committee Due to lack of staffing available meetings for multiple site videoconferencing, this option will not be feasible for the County. However, there were logistical issues due to the possibility of inadequate or poor connectivity that causes a disconnection with the committee, that would require the meeting to be terminated due to Sunshine Law requirements. Member Alcoran volunteered to decline mileage reimbursement, and her request was honored. Discussion of face-to-face meetings were discussed. The outcome is that the meetings will be held, as alternating sites between Hilo and Kona, every other month from 10 am - 12 pm. November and December will be deleted as meeting months. The new calendar will be on a 10 month cycle (November and December will be deleted), on the 3rd Wednesday of the month. If the Committee needs to revisit midyear, then can adjust further meetings should the budget prohibit committee meetings in person. Chair Walters encouraged to contact her for any ideas of possible future guest speakers. Member Punihaole recommended Dora Aiu (Laio Pua Community Association) in a prior conversation as a possible gues that she could invite as a special guest to present her program at the October meeting. Committee members of the executive committee will be held immediately after each meeting. Prior discussion covers this content area and the annual report will reflect the concerns of the committee members. Purpose is An Area Agency on Aging C. The letter from Christina Raines (Office of Aging) containing reporting requirements from the committee was read to the members. The report would be part of the Office of Aging to the County Department of Finance. The committee report will contain action items conducted by the committee for the period of July 1, 2018 to June 309, 2019. The request by Ms. Raines is to have a Committee report of that Fiscal Year 2020-2021. Chair Walters advised that changes to the committee must be with full knowledge of the contents of the by-laws. The members were reminded to report on their sub -committee reports on a monthly basis. Member Alcoran indicated her continuing efforts to follow up on the Safety subcommittee (two items pending). She will also be following up with the safety issues at the Kohala schools. Member Punihaole indicated that she will continue to do community outreach to impacted groups. Her reflections are that some of these community groups are well-connected with other community groups. Chair Walters will be working on the 360 guest speaker to address the matter of preparedness and persons with disabilities. As information is gathered on this matter, Chair Walters will share it with the members. Member Punihaole will be attending the public forum on Kukui Ola housing development on Hawaiian Homelands. The meeting will be held in Kona. Chair Walters is familiar with this group, or similar concept, and will be sharing it with the committee at another time. Member Shirachi reported on the Housing sub -committee. Efforts continue to look into County of Hawaii, County of Honolulu and State of Hawaii efforts on creating a housing options for persons who are harder to place into typical housing units. The issues regarding housing insecurity may be tied with the depletion of available housing units due to sales of homes to dislocated residents impacted by the lava flow. The implementation of this program appears to be successful in Honolulu, is a collaborative effort including private and public partnership and has been existence for a few years. The complexity of the issue is one that needs to be addressed on a comprehensive nature for sustainability purposes - for housing, medical and mental health services, transportation, and employment. Members are interested in hearing more about private homeowners who want to support the homeless living on their property, of the possibility of exploring the "customary and traditional practices" of the host family, of Hawai 'i County is an equal opportunity provider and employer. An Area Agency on Aging the increase of the number of support services for the homelessness that are reasonable to obtain and access. No subcommittee on transportation exists as a stand alone subcommittee. This item will be a point of discussion for the October agenda. The committee will be considering having a comprehensive emphasis of homelessness for the fiscal year. If members are unable to attend the committee meeting, a status report is requested and is to be sent to the committee via the Chair. Status reports needs to be provided to the Chair no later than 2 - 3 weeks prior to the upcoming meetings. Consultation E. Budget Report with Malia is advised on open cases, and will be considered on a case-by-case basis. The information will be ultimately included in summary format in 7. Announcements the annual committee report. Treasurer/Secretary Shirachi reported for the FY 2020, total allocated was S 2,908, with a balance of S 2693.23. No announcements shared. 8.
