CHAIR'S REPORT ON MATTERS OF INTEREST TO THE COMMISSION
(CLOSED SESSION)
EXECUTIVE SESSION
The commission anticipates meeting in executive session to consider charges against
officers or employees of the Hawaii Police Department where matters affecting privacy
will be involved, to consider sensitive matters relating to public safety, to work on the
Police Chief's annual evaluation, and may consult with Corporation Counsel on
questions and issues pertaining to the commission's powers, duties, privileges,
immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County
Charter Section 13-20 (b).
CONSIDERATION AND INVESTIGATION OF COMPLAINTS
• Complaint HPC 19-20: Complainant alleged that when officers responded to a call
to a big box store, an officer would not write-up her complaint, and another officer
assisted in the wrong -doing.
• Complaint HPC 19-22: Complainant alleged unnecessary roughness and sexual
harassment and assault by an officer.
• Complaint HPC 19-24: Complainant alleged that during a traffic stop, an officer was
rude and had a threatening attitude.
• Complaint HPC 19-25: Complainant alleged that an officer's police report did not
have complete information, and that he was rude to her.
• Review of complaints that may fall under the non -consideration rule of not having an
element of misconduct and not received within the 90 -day filing period.
