Kawili Street Hilo, HI 96720 CALL TO ORDER II. Chair Brooke Derby called meeting to order at 10:23am. Quorum has been met. Welcomed members! III. ROLL CALL PRESENT EXCUSED Brooke Derby, Chair Debra Toledo-Ebreo, Recording Secretary Lee -Ann Heely, Vice Chair Cyd Hoffeld, ex -officio Mele Spencer Jewel Castro, Treasurer Diane, Corp. Counsel Katherine "Kami" Bolster Andrew Langtry Mihaela Ryer Farrah -Marie Gomes, Corresponding Secretary IV. APPROVAL OF AGENDA (November 21, 2018) Mihaela motioned to approved minutes. Kami seconded. No discussion. Agenda approved as submitted. V. APPROVAL OF MINUTES (November 21, 2018) Mele motioned to approve and Farrah seconded the May 10, 2018 minutes. Minutes approved as submitted. VI. TREASURER'S REPORT A. November financials • Treasurer provided November 2018 financials report to CSW members for review. B. Update on Treasurer's meeting with Grant Nagata • Jewel and Mele prepared questions to ask Grant about the process of acquiring a CSW fiscal budget to include specific deadlines and email correspondence. • Jewel focused on two objectives at the meeting Hawai'i County is an Equal Opportunity Provider and Employer o Establish a positive working relationship with Prosecuting Attorney's office o Seek answers to questions: 1) Why has the submitted CSW budget changed? 2) Who does the Prosecuting Attorney's office send the CSW budget emails to? o Lisa provided answers to Jewel and shared that CSW missed the November 2018 deadline. Grant presents twice to the Finance Committee to confirm CSW budget proposals. CSW Chair gets emails from Prosecuting Attorney's office regarding budget. o Jewel asked that she, as CSW Treasurer, also get copied on all emails pertaining to CSW budget. C. Update on Budget • Budget is due November 1, 2018 and if CSW misses deadline, then Prosecuting Attorney's office can request funds on behalf of CSW but there is no guarantee CSW budget request will be approved as submitted. • CSW can change the fee under a line item but cannot add another line item once budget is submitted and approved. • We can update Grant with any changes to the amount for line items made. • CSW discussed clarifying these process steps in the CSW Operating Manual. • Per Lee Lord, Budget and Program Objectives are due November 1St for following fiscal year July 1 -June 30. • Jewel will work with Grant moving forward. D. Discuss 2019-2020 Budget + vote to approve • CSW discussed the following edits to the budget • Brochure Directory $262 • Family Services Directory $262 • Mileage $2,007 • Teen Dating Violence $250 • Real Woman Essay Contest $800 • Equal Pay $385 • Hawaii Island Women's Leadership Forum $500 • Human Trafficking $250 • Facility $2,000 • Commissioner Meals $600 E. Vote to request funds from CSW for projects • Jewel motioned to prepare 2019-2020 fiscal budget with edits shown above. Recommendation was to reduce line item 106 (Printing) by $226. Mihaela seconded. Motion carried. • HUMAN TRAFFICKING Budget request discussed. • Committee met Dec 5th. Progress reported, no contest being pursued but committee will seek partnership to conduct radio ad. • Mihaela contacted Hawaii Community College — Digital Media Arts department and they are delighted to work with CSW HT Committee. Digital Video class is excited to produce video. • Motion: Mihaela moved to ask State CSW for $500 Fiscal year 2019-2020, Kami second. Mihaela moved to amend and ask $750 2 from State CSW, Kami Second. No discussion. Motion carried to request $750 from State CSW • Mele motioned to ask State CSW for $2.500 for HIWL Summit, Farrah second. No discussion. Motion carried to request $2,500 for the HIWL Summit. • Jewel motioned to ask State CSW for $1,000 to help fund the Equal Pay campaign. Kami seconded the motion. No discussion. Motion carried. Jewel amended the motion of $1,000 and made a motion to ask for $1,250 for Equal Pay campaign. Kami seconded the motion. No discussion. Motion carried. ACTION ITEM: Brooke will write letter to State CSW requesting funds. VII. STATEMENTS FROM THE PUBLIC • None. VIII. CORRESPONDENCE • None. IX. REPORTS Cyd, State CSW - No updates. CSW State meeting is scheduled for January 2019. Recommendation to ask State CSW for Human Trafficking and Equal Pay funding. X. OLD BUSINESS A. Teen Dating Violence • Table for next meeting in January 2019. B. Real Women Essay Contest • Essay contest guidelines distributed by Farrah and her student team at UH Hilo. • April or May 2019 is tentative date for Real Women Essay Contest luncheon. • 2020 Essay contest will aim to have luncheon in March 2019. • County bids on venues for luncheon. CSW only decides on date and tentative venues to explore. C. Hawaii Island Women's Leadership Forum • No debrief. Table until next meeting in January 2019. D. CSW Brochure • Table until next meeting in January 2019. E. Family Services Directory Discussion on directory is to add contacts for Human Trafficking. HSD committee will discuss, and vote will be made on January 2019 meeting. Action Item: HT Subcommittee will meet and bring HT contact numbers to Farrah. F. Human Trafficking 3 Review Project Rationale updated from sub -committee discussions + Meetings Mihaela will meet with Digital Arts team and explore ways to work with CSW HT Committee. Digital Arts team suggested the creation of posters. Mihaela will meet with Digital Arts team in January 2019. HT Sub committee's goal is to provide materials to support schools at both high school and university level. G. Equal Pay • Table until next meeting in January 2019. X. NEW BUSINESS a. Lisa sent draft of 2019 Hawaii Women's Coalition to CSW Legislative Subcommittee for review. b. CSW members will refrain from considering new project proposals until all work and project rationales are completed for all 2018-2019 projects. XI. ANNOUNCEMENTS (relating to CSW) A. Cell Phone Safety Card Distribution as follows: • Brooke distributed 65 to Eddy Cash, President of DV Awareness Committee. • Diane distributed 90 to Epic `Ohana • 84 to Child Welfare Services. • Mele distributed 50 at Zonta event. B. NEXT MEETING: January 2019 Vid Conference (Brooke will tell Lisa that 2019 dates will be 3rd Wednesday of the month. January 16th : location TBD. XII.ADJOURNMENT A. Jewel motioned to adjourn meeting at 12:39pm. Mele seconded. No discussion. Motion carried.
