CALL TO ORDER
The meeting was called to order by Chairperson Deanna Sako at 2:00 p.m.

MINUTES OF MAY 28, 2019 MEETING

Mr. Kamelamela moved to approve the minutes of the May 28, 2019 meeting. Mr. Sewake
seconded. Motion carried.
STATEMENTS FROM THE PUBLIC (AGENDA ITEMS ONLY)
There were no statements from the public.
NEW BUSINESS
Agenda Item 1:
Standardize the purchase of E2 Lighting — Model E2 -SB XXX W -HL -S (XXX: Various
Wattages) for the Department of Parks & Recreation.
Mr. Kamelamela made a motion to approve the item and it was seconded by Mr. Sewake.
The committee listened to Mr. Marote's presentation and reviewed handouts.
Mr. Marote — The Department's Maintenance division is asking for LED lighting to conform to
the light ordinance of the observatories. The lighting industry is also phasing out the yellow
orange color low-pressure sodium lighting that is currently used throughout P&R parking lots
and roadways.
Mr. Marote — There are issues with their existing LED fixtures and an upgrade to the fixtures is
in need. The fixture is made out of sheet metal and it has many vent openings for trash and mud
bees to lay their nests inside. LED's puts out a tremendous amount of heat so the radiating heat
from the trash and nests wears and shuts down life of the driver. The existing fixture provides
poor lighting.
Mr. Marote — The current vendor, Chips & Wafer (C&W) will not replace the filter that cuts out
the UV light (blue light). The filter is fading and burning from the heat of the LED. Vendor will
also not replace the LED chips. Only the driver can be replaced. If the filter and/or chips fail, the
entire fixture will have to be replaced.
Mr. Marote — The E2 fixture is well -made, has a rubber seal to keep out elements like the mud
bee, has a good driver and it's mounted away from the LED bar, cooling fins inside to help
dissipate the heat from the chips, UV light lens are built in the LED chips (aka the engine) and
has a 1-1 '/2 % blue light stoppage (better stoppage) whereas the current fixture has a 2% blue
light stoppage. LED Hawaii is able to replace both the filter and LED chips.
Mr. Marote — Maintenance installed 55 fixtures throughout the Merrie Monarch festival area and
received feedback that it was much brighter and felt safer in the area.
Mr. Marote — The manufacturer for the E2 fixtures can accommodate different types of adapters
for square/rectangle, round and slip fitter type poles. The manufacturer stocks them all in Kona
and are willing to exchange adapters without having to purchase the additional adapters.
Mr. Marote — Current fixture cost $705.00 for 50 count and the E2 fixtures are approx. $487.00
for 100 count and its already approved by the County.
Mr. Marote — The July 13, 2019 Hawaii Tribune -Herald newspaper published an article about the
Department of Public Works, Traffic Division's plan to install new light fixtures that are better
performing streetlights around the island. They are planning to phase out the current LED lights
and replace with the better LED E2 lighting fixtures.
Ms. Sako — Asked if the newer fixtures P&R put up before Merrie Monarch were holding up
well and Mr. Marote said yes they were holding up good and no signs of wear.
Mr. Marote — Prefers the adjustable adapters since they need to keep the horizontal plane.
Especially for their parking lots; if someone hits one of the poles, it can easily be adjusted to
keep the fixtures plumb, in a horizontal plane and also assist with the observatories.
Ms. Sako — Questioned if the driver or the engine part last the longest. Mr. Marote said they
both have a long life.
Mr. Marote — Besides the E2 fixture having a good rubber seal, it also has stainless steel screws.
They have the option to go with photocell or put a shorting cap inside and run it with a
timeclock.
Mr. Lord — Approximately a year ago or maybe even a few months ago he read the
County/Public Works (DPW) were installing 6,7 or more types of lights on different roads on the
island to test for the observatories. Mr. Lord asked if these fixtures were all in line with what
Public Works are doing and Mr. Marote said it was.
Mr. Simeon — DPW uses and has a contract with Chips & Wafer (C&W). They converted from
LPS to the 1st generation LEDs but the life of the LEDs does not last too long therefore C&W is
honoring their warranty and replacing with the more current and better LEDs. This in relation to
the article in the July 13, 2019 Hawaii Tribune -Herald. Recommends P&R get a good warranty.
Mr. Marote — Theircurrent fixtures are from C&W and they didn't honor exchanging the chips
and/or the filters. They are changing vendor from C&W to LED Hawaii. LED Hawaii will
provide a 5 year warranty.
Mr. Hunt — Asked if P&R have a lot of inventory of the sodium bulbs left. Mr. Marote said they
are phasing them out slowly. Mr. Hunt questioned if the scheduling and priority on those bulbs
that die will be replaced by using the older LED's and so forth with eventually converting all to
the E2 fixtures. Mr. Marote said this is what they are currently doing.
Mr. Matsunami — One low pressure sodium bulb now costs approx. $120 at a store (off of the
bid). The maintenance division were having issues getting the bulbs because not many people
were producing these bulbs anymore. The low pressure bulbs have to be discarded a certain way
— it gets crushed in a can, pour water inside (while standing back), and it catches on
fire/explodes.
Mr. Kamelamela — Inquired if the 55 fixtures that were replaced for the Merrie Monarch for all
the sidewalks and walkways. Mr. Marote said yes, it was installed at Aunty Sally's, the Civic and
the Victor Stadium. Ms. Sako said if you drive by the area, there's a noticeable difference in the
lighting.
Mr. Kamelamela — Asked if LED Hawaii was the only vendor. Ms. Sako stated there was only
one manufacturer and Mr. Marote confirmed there is only one manufacturer making this
particular model and they have a series of these fixtures that have different wattages. You look
at lumens not wattages for LEDs. LED Hawaii is the vendor they would be working with.
Ms. Sako — any other questions? None.
The Committee voted and motion was carried.

There was no further business. Mr. Kamelamela made a motion to adjourn the meeting and it
was seconded by Mr. Hunt. The meeting adjourned at 2:21 p.m.
