Members Present: Gerald Kosaki, Chair; John Bowen, Hazmat Consultant; David Cummings,
Hamakua Energy; Andrew Burian, HPD; Jordan Hara, PGV; Eric Honda, DOH Hawaii District

I. Call to Order
Meeting called to order at 10:04 am by Chair Gerald Kosaki.
II. Minutes
Approval of the November 27, 2018 meeting minutes. Minutes was approved as circulated.
III. County Reports
Civil Defense – Talmadge – weather and surf, when Bayfront closed, increased traffic
load tough situation. DPW and highways have to clear drains. Trash collector in Hilo
bay. Reports of gas from fissure 8, nothing going on. Being monitored daily with
minimal SO2 output from Kilauea eruption. Thickest section of lava off Ahalanui. Dealing with recovery options. Will wait 6 months before clearing roads.
Fire/Hazmat/EMS
Police – Andrew stated gearing up for TMT incident.
IV. Industry Partners Report
PGV – Jordan reported Cleared access road. Vendors coming in, water supplied, drilled
water wells for higher volume. Will assess wells. Looking at fall to begin operations
again. Video documentary.
Hamakua Energy – Dave reported still awaiting approval for use of biodiesel.
BEI – Jarrett no new information. Discussion on past chlorine incident and ensuing
lawsuit
Pacific Biodiesel – no report
V. Training
E-waste training by HMC – no status report given
Discussion was held on the upcoming Continuing Challenge held in September on
sending 2 attendees from the HFD. No action was taken at this time.
NASTTPO conference in May.
VI. State of Hawaii – DOH
DOH – Eric Honda – May not replace John Peard, Maui and Kauai does not have a
HEER rep.
Dept. of Ag. – Cal - Act 45 for restricted pesticides. Looked into chemicals that are
restricted at schools, water supply, etc. Looking at some rule changes for the
regulations, fines, etc.
VII. New Business
Upcoming training – Continuing Challenge, NASTTPO attendance. Bowen – national
safety officers conference. Per Jordan Hara, have those attending the conference do a
report and attend the LEPC meeting. Jordan made motion to send 1 person to
NASTTPO 2nd Kupono. Deadline to submit request is on March 7, 2019. Priority will be given to LEPC members in good standing, length of service as a member, and reason for attending with the requirement to submit a report upon returning. This attendance
will be in addition to the LEPC Chair, whose attendance is funded by HMEP funds
Per Bowen will do a 160 hour technician class on Oahu.
Incident management in harbors without CIC – Use of Marine Spill Response Corp.
(MSRC)?
Lawsuits from BEI incident – pending depositions to be held in March
X. Next meeting: Next meeting will be scheduled in May with venue TBD.
