HomeMy WebLinkAboutLEPC meeting 052918HI County LEPC Meeting Minutes County Building Puna Conference Room May 29, 2018 10:00am Members Present: Gerald Kosaki, Chair; John Bowen, Hazmat Consultant; David Cummings, Hamakua Energy; Andrew Burian, HPD; Chris Leonard, New West Broadcasting Corp; David Guinn, Pacific Biodiesel; Terri Napeahi, Keaukaha Action Network. Non-Members: Sharon Leonida, DOH-HEER; Cory Harden, community member I. Call to Order Meeting called to order at 10:02 am by Chair Gerald Kosaki. No quorum present. II. Minutes Approval of the March 8, 2018 meeting minutes. Minutes was approved as circulated. Chair Kosaki to post minutes of the meeting on the county website. III. County Reports A. Civil Defense-Nobody present B. Fire/Hazmat – Lava flow incident began on May 3 and our hazmat team is actively involved in doing monitoring, working along with the CST. Some of the chemical hazards present include SO2, H2S, HCl, and particulates. C. Police – Major Andrew Burian has replaced Maj. O’Connor who got promoted to Assistant Chief. No report was given. IV. Industry Partners Report Hamakua Energy LLC – With the shutdown of PGV, they are running at 100% capacity that services 30% of all energy needs on the Big Island. V. NASTTPO Reports Terry Napeahi and Gerald submitted their reports with information on the summary of their recent attendance to the NASTTPO conference. Terri spoke about the CSB investigation and other reports available. Terri stated that Emergency Response Plans from TRI companies are available if requested by the LEPC. The HMEP grant funding and usage was also discussed at this conference. VI. State of Hawaii – DOH HEER Liz Galvez and Adam Teekel have been assisting with air monitoring in the field for the lava flow incident. They are using meters to help evaluate results. Sharon Leonida brought a mask for the committee to see and spoke about the various types of masks and cartridge filters that are available. VIII. New Business A. Gerald will contact the Office of Information Practices to inquire about using a conference call if a quorum is not present at a meeting B. Will review the committee members and revise the names on the county website. Letter will be submitted to Mayor Kim. X. Next meeting: Next meeting will be scheduled and with venue TBD. XI. Adjournment: Meeting adjourned at 11:40am.
