Non-voting members: Sharon Leonida, DOH-HEER; Cory Harden, community member; Jordan Hara, PGV I. Call to Order Meeting called to order at 10:09 am by Chair Gerald Kosaki. II. Minutes Approval of the May 29, 2018 meeting minutes. Minutes was approved as circulated. Chair Kosaki to post minutes of the meeting on the county website. III. County Reports Civil Defense - Not present Fire/Hazmat – Lava flow incident began on May 3 and some issues and concerns were brought up. Some of the chemical hazards present include SO2, H2S, HCl, and particulates. At Pu`u `O`o, SO2 increased from 100 to 1400 tons that is measured in the density of the gas. Police – No report IV. Industry Partners Report BEI – Will be doing fumigation with the Dept. of Ag. PGV – Jordan thanked HPD, HFD, and other responders to the lava flow for their help. They currently have 50 employees total who helped to move the Pentane off their site. Chris Leonard stated that Mike gave the reports to the EOC but should have gotten information out sooner. Media – Chris gave an update to the draft State emergency response plan. V. Training Pipeline emergency response training – 5 personnel attended from HFD Hazmat – request LEPC approved travel funding for $1,100. NASTTPO mid-year conference - LEPC approved funding of up to $5,000 to send LEPC Chair and one more member to put together a presentation of the lava flow response by the county of Hawaii and inter-agency coordinated efforts. Hilo Medical Center – Tracy proposed for the LEPC to support the state sponsored e-manifest training. He stated that the only cost would be for the travel of two instructors for two classed in east and west Hawaii. Estimated cost would be at $1,000 and was approved by the LEPC. More information will be forthcoming. VI. State of Hawaii – DOH HEER John Peard gave a brief report on their involvement to the lava flow incident. He inquired about who is responsible for trespassing in the lava area since many times proper PPE was not being used. Those observed were reported to the EOC. Sharon brought a proper respirator from HIOSH representative, Ting Sing. VIII. Old Business Chair Gerald contacted the Office of Information Practices to inquire about using a conference call if a quorum is not present at a meeting. This is not allowed as it would be violation of the Sunshine Law. This is the importance of having a quorum present at all meetings. Will review the committee members and revise the names on the county website. Letter will be submitted to Mayor Kim. X. Next meeting: Next meeting will be scheduled and with venue TBD. XI. Adjournment: Meeting adjourned at 11:52am.
