The 2019 Needs Assessment identified the shortage of in-home care providers as one of our
kupunas' greatest unmet needs. At our last meeting, we brought together a panel of educa-
tors of nurses' aides, case manager and home service agency staff, and the Hawaii County
Office of Aging (HCOA) staff. Workforce issues cannot be dealt with through the Area
Plan. So how do we find other ways to address the problem? How can we make progress as
the need is only going to grow?
