Tulang, at the Department of Human Resources (HR) Conference Room, 101 Pauahi Street, Suite 2, Hilo, Hawaiʻi, on Tuesday, January 16, 2018. Roll Call – Present Ms. Julie M. Tulang, Chair Mr. William Chillingworth, Member Ms. Luahiwa Namahoe, Member Mr. Mitch Tam, Member Absent and Excused Mr. David K. S. Nahuina, Vice-Chair Also Present Mr. J Yoshimoto, Deputy Corporation Counsel, Ofc. of the Corp. Counsel Ms. Gabriella Cabanas, HR Manager II, HR Department Ms. Rene Schoen, Assistant Corporation Counsel, Ofc. of the Corp. Counsel Ms. Glynis Yamada, Secretary-Reporter, HR Department Merit Appeals Board January 16, 2018 Statements from the Public (Item 2) CHR. TULANG: Any statements from the public? Hearing none. Approval of Minutes (Item 3) CHR. TULANG: No minutes to be approved. MR. YOSHIMOTO: Oh, Madam Chair, if you can just announce the date and time, just so the record’s clear. th CHR. TULANG: Excuse me. Tracing back—this is January 16, it is 2018, 10 o’clock a.m., we’re meeting in the conference room of the Department of Human Resources. MR. YOSHIMOTO: And the members present. CHR. TULANG: And the members present—Mitch Tam. MR. TAM: Mitch Tam. MS. NAMAHOE: Luahiwa Namahoe. MR. CHILLINGWORTH: William Chillingworth. CHR. TULANG: Julie Tulang. MR. YOSHIMOTO: Oh, sorry—Deputy Corporation Counsel J Yoshimoto. MS. CABANAS: Gabriella Cabanas, Human Resources Manager. MS. SCHOEN: Rene Schoen, Assistant Corporation Counsel. MS. YAMADA: And Glynis Yamada, Secretary. CHR. TULANG: Thank you. Okay, moving right along. Communication(s) (Item 4) CHR. TULANG: Communications, none. Unfinished Business (for discussion and appropriate action) (Item 5) Selection of New Director of Human Resources: Assessment and Review of Selection Process for Filling the Position - Timeline, Applications, Interview and Selection Processes Page 2 Merit Appeals Board January 16, 2018 CHR. TULANG: Our primary business today is selection of the new Human Resources Director. And what we’re going to focus on is deciding on the questions, the criteria for scoring, and we’ll work on a timeline, but we’ll discuss that more thoroughly and when we come out of executive session, we’ll make it known publicly as to what our final timeline will be. Okay, any questions? MR. TAM: None. CHR. TULANG: Okay. So, I will entertain a motion to go into executive session. MR. TAM: I move that we go into executive session. MR. YOSHIMOTO: Pursuant to HRS 92-4 and 92-5(a)(4), for the purpose of consulting with the Board’s attorney on questions and issues pertaining to the Board’s powers, duties, privileges, immunities, and liabilities. CHR. TULANG: Second? MR. CHILLINGWORTH: Second. CHR. TULANG: All those in favor? Opposed? AYES: Members Chillingworth, Namahoe, Tam, and Chair Tulang – 4. NOES: None. ABSENT: Member Nahuina - 1. EXCUSED: None. CHR. TULANG: Same sign. Motion carried. Okay. MS. SCHOEN: I’m so sorry to interrupt, but can you also state on the record if—not only to consult with the Board’s attorney, but actually 92-5, subsection 2, is to consider the hiring— MR. YOSHIMOTO: Oh, that’s right, yes. MS. SCHOEN: —evaluation, dismissal, or discipline of an officer or employee. Just so that I’m going to be here. So, I didn’t— MR. YOSHIMOTO: Okay. CHR. TULANG: Okay. MR. YOSHIMOTO: So, Madam Chair, if you can make sure the record is so noted. Yeah? CHR. TULANG: So, Glynis, the record so noted that it includes attorney to advise. Page 3 Merit Appeals Board January 16, 2018 RECESS: The Chair called for a recess at 10:04 a.m. to convene executive session. RECONVENE: The open session reconvened at 2:16 p.m. Chair Tulang announced that candidate interviews will be held in mid-February, on February 12 and 15, 2018. The interviews are subject to confirmation, and the location and time of the interviews are to be determined. There were a total of seven applicants of whom four applicants met the minimum qualifications The Board will make their selection for the new Human Resources Director on February 21, 2018. Schedule Next Meeting Date (Item 6) The next scheduled meeting of the Merit Appeals Board will be held on Wednesday, February 7, 2018, at 9:00 a.m. at the Aupuni Center Conference Room, 101 Pauahi Street, Suite 1, Hilo. Adjournment(Item 7) There being no other business, at 2:18 p.m., Ms. Namahoe moved that the meeting be adjourned. Seconded by Mr. Tam and carried by the following vote: AYES: Members Chillingworth,Namahoe, Tam, and Chair Tulang—4. NOES: None. ABSENT: Member Nahuina— 1. EXCUSED: None.
