The following narrative is being submitted in lieu of a quarterly report for the period of
June 15, 2019 through August 31, 2019. Please see the following updates provided
below:
• Status of construction, renovations, or other site work, including any
activities billed to the Ohana Zone grant.
Ulu Wini: No related work using Ohana Zones funding was conducted
during the report period.
Kukuiola: No related work using Ohana Zones funding was conducted
during the report period.
• Status of sub -contracts for the program, including the names of vendors
and services to be sub -contracted.
Ulu Wini: There are currently no sub -contracts for the program.
Kukuiola: There are currently no sub -contracts for the program.
• Status of other key factors related to the project, including any changes in
project location or adjustments to timeline for program implementation.
Ulu Wini: The program is currently scheduled for implementation on
December 1, 2019.
Kukuiola: The project is in final stages of completing the Environmental
Assessment. Construction has not commenced. The
County's goal is to start construction by end of the calendar
year.

including any operational delays and a brief explanation of how these
challenges or setbacks have been resolved or are being addressed
Ulu Wini: Compliance issues surfaced when funding mechanisms
identified for building had its own set of requirements. The
County needed to work to ensure compatibility with Ohana
Zone funding stipulations.
Kukuiola: The Draft Environmental Assessment process included a
lengthy public comment period over the course of three
months to seek input from the community resulting in
operational delay. The County scheduled two charrettes and
executed this stage of planning with the most effective
timeline as possible.
The County of Hawai'i expects the West Hawai'i Assessment Centers and Housing
programs to begin operations by December 9 for Ulu Wini and estimates late Spring
2020 for Kukuiola and will promptly notify the State of any changes to the projected
timeline.
All expenses incurred during this reporting period will be reflected in the next quarterly
report.
