Chair Walters thanked the two members for their many years of service to the committee and to the residents of the County of Hawaii. Chair Walters opened the floor B. Report of the County of Hawaii Office of Aging, Dr. Kimo Alameda Due to other appointments by the D. Report of the County of Hawaii Equal Speaker, James Komata, this was Opportunity and ADA Office Julie Rawlins moved up to the 4th item on the agenda. Ms. Rawlins’ report consisted of the presentation by the County of Hawaii Parks and Recreation Planning Department. Mr. James Komata (County of Hawaii Parks Planner) gave an update on the ADA renovations to the Richardson Ocean Park (ROP). The ADA renovations are part of a comprehensive ADA County Transition Plan that includes 15 other sites scheduled for ADA renovation. The ROP ADA renovations to include: 1) improvements to parking for a total of 4 van accessible parking stalls, 2) new shower area, 3) access route improvements between parking area and site facilities/common use areas up to the high water area, 4) improvements to the restroom area, and 5) multipurpose building renovations. All improvements will include ADA and other structural improvements that will increase access and long term benefits of sustainability in site use for the public. Off site parking will continue to be available for public access. Hawai`i County is an equal opportunity provider and employer. An Area Agency on Aging All 16 County sites are in varying process of being contracted for renovation work. Anticipated completion of ROP renovations to be in mid to late 2020, or early 2021. Anticipated ADA renovations to have a 10 year life span. Discussions are still being considered for partial or complete ROP closure depending on the speed of the various historical survey and archaeological planning approval, bidding processes, approval for a Special Management Area application (minor version), and administrative feedback. Public notification regarding ROP construction will be through a press release in the local newspaper. No on-site signage of construction impacts will be posted. Based on committee feedback, project planners will consider exploring expansion of access route width to exceed minimum 5 feet, as topography and negative impact to adjoining area permits. The County of Hawaii Civil Defense staff is Mr. Bill Hansen. Hawaii County Citizen Corps Council meet the 2nd Tuesday of the month at the County Building.Puna Conference Room at 12 noon. They are developing the 360 program not CERT, A letter will be written from the Committee to the Mayor regarding the need for the County residents be made aware of CERT and 360 as a resource to each resident. Chair Walters and Members Shirachi and Yogi will help draft the letter to the Mayor. Chair Walters to invite Mr. Bill Hansen to the upcoming Committee meeting. Discussion on the need for members to be informed of the current needs of the Big Island residents with disabilities. To address this matter, the Chair Committee awareness of the needs of will offer invitations to selected the communities County and Community resources to educate and share information with the committee members. The speakers will be asked to address County of Hawaii issues that are relevant to residents with disabilities. Chair shared with the committee and the members of the public of the purpose of the committee is to advise the Mayor of the disability related concerns of the Big Island communities.
