MINUTES
DECEMBER 4, 2019
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Joseph Clarkson presiding.
COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Thomas
Raffipiy, John Replogle.
ABSENT & EXCUSED: Donn Dela Cruz.
ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel
for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija
Jackson (Planner), Christian Kay (Planner), and Sarah Hata-Finley (Commission Secretary).
A quorum was present. Chairman Clarkson introduced the Windward Planning Commissioners
and staff to members of the public. He announced that Item No. 2 had been withdrawn and Item
No. 3 had been continued. Chairman Clarkson went over the procedures for public testimony
and asked that cell phones and electronic devices be silenced.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: THY WORD MINISTRIES WAIKOLOA DBA THY WORD
MINISTRIES KA`U (USE 18-000075)
Application for a Use Permit to allow the establishment of a church and related facilities
on 3.098 acres of land within the Single -Family Residential -10,000 square feet (RS -10)
zoning district. The property is located on Arena Road, approximately 750 feet southeast
of its intersection with Na`alehu Spur Road, Na`alehu, Ka`u, Hawaii,
TMK: (3) 9-5-021:035.
The Commission took this item up at 9:02 a.m. with 11 members of the public in attendance.

2. APPLICANT: KENNETH L. ANTONIO, SR. (SPP 19-000209)
Application for a Special Permit to allow the storage of equipment and automobiles on a
2.23 -acre portion of a 49 -acre property situated in the State Land Use Agricultural
District. The property is located on the north (mauka) side of Ihope Road, just west of the
Pacific Paradise Development Subdivision, and approximately 2,300 feet west of the
Ihope Road -North Kulani Road intersection, Ola`a New Tract Lots, Mountain View,
Puna, Hawaii, TMK: (3) 1-8-006:057 portion.
This item was withdrawn by the Applicant.
3. INITIATOR: PLANNING DIRECTOR
An ordinance amending Chapter 25 (Zoning Code), Articles 2 and 4 of the Hawaii
County Code 1983 (2016 Edition, as amended), relating to telecommunication antennas
and towers. The amendments propose to replace the wind survivability rate with building
code requirements, remove plan approval requirements for placing antennas on existing
permitted towers, and increase minimum telecommunication tower setbacks from
property lines.
This item had been continued to a later date at the request of the Planning Department.
MINUTES — The Commission took this item up at 9:32 a.m.
Approval of Minutes of the October 3, 2019 Meeting_— It was moved by Commissioner Au and
seconded by Commissioner Replogle, that the Minutes of October 3, 2019, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS
1. Discussion of recent Special Management Area (SMA) determinations, minor permits
and enforcement action issued by the Planning Director.
The Commissioners had no questions on the SMA report.
ANNOUNCEMENTS — At 9:33 a.m., Ms. Jackson informed the Commission that their January
2020 agenda tentatively had four to five items scheduled on it.
Director Yee reminded the Commissioners that the Native Hawaiian Law Training was
scheduled on December 16'h [Kona] and December 17'h [Hilo], and encouraged the
Commissioners who never attended that training to do so.
Ms. Jackson informed the Commissioners that their January 81h meeting will be on a Wednesday
and not the usual Thursday.

ADJOURNMENT — There being no further business, it was moved by Commissioner Replogle
and seconded by Commissioner Aguinaldo that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Clarkson
adjourned the meeting at 9:35 a.m.
