Dear Chair Chung and Members of the Hawai'i County Council:
It is my pleasure to submit for your confirmation the appointment of Roy Takemoto as Managing
Director for the County of Hawai'i, pursuant to Section 6-1.2 of the Hawai'i County Charter. This
appointment will be effective Monday, December 2, 2019.
Roy Takemoto has the educational, administrative, and professional experience to serve as
Managing Director. He holds Bachelors' degrees in philosophy and environmental studies, a
master's degree in Urban and Regional Planning, and a law degree from the William S. Richardson
School of Law. Roy has served as an Executive Assistant in my office since December 2016 and
also served in my previous administration during 2000 — 2008, first as Deputy Planning Director and
then as Executive Assistant. Roy Takemoto has also worked in the private sector as a planning
consultant prior to 2000 and after 2008. His resume is attached for your information.
Roy Takemoto will serve a term co-terminus with my tenure, ending on December 7, 2020.
Pursuant to Rule 5(6)(g) of the Rules of Procedure and Organization of the Council of the County of
Hawai'i, we respectfully request a waiver of this nomination through committee so that it may be
considered by the full County Council on December 4, 2019. Thank you for your favorable

Responsibilities included coordination among agencies and community members on priority
initiatives such as:.
Homeless-- developing and implementing a strategic plan
Affordable housing-- controlling short-term vacation rentals; addressing permit issues
Kilauea eruption recovery planning-- executive team addressing recovery planning, housing
options, funding
Transportation connectivity-- multi-modal trail projects, Puna roads connectivity

Appointed by Mayor Harry Kim as Deputy Planning Director and served in that capacity for Mayor
Kim’s first term and the first year of his second term. Called upon by the Mayor to serve as

Managing the departmental budgeting process
Managing human resources issues
Representing the Director on the Planning Commission, as needed
