RE: Governor's Executive Order No. 1781
Reset Aside to County of Hawaii for Use as a Facility to Deliver
Recreational Programs and Expand Community Use, Keaau, Puna, Hawai'i

Per Executive Order(E.O.) No. 1781, 3.044 acres of land (a.k.a. the Keaau Armory) was
set aside to be under the control and management of the Hawaii National Guard for public
purposes. We understand the State Department of Defense (DOD) is in the process of
requesting cancelation of E.O. No. 1781 and reset aside to the County of Hawaii for use as a
facility for recreational programs and expand community use.
We respectfully support the DOD's request that E.O. No. 1781 be canceled and a new
E.O. be executed giving control and management of the Keaau Armory to the County of Hawaii.
The County of Hawaii agrees to allow the DOD's Starbase Program to continue to reside and
operate within the Keaau Armory facility at no cost. The Starbase Program will remain at the
Keaau Armory until a suitable facility is identified by the DOD to relocate the program.
Furthermore, all facility management expenses to maintain the Keaau Armory, to include
maintenance and repairs in areas occupied by the Starbase Program, will be the responsibility
of the County.
