order at 10:05 a.m.

6. EXECUTIVE REPORT AND UPDATES: Horace Farr and Staff
Horace reported that there are two positions where staff have trans-
ferred to other departments. Judy Bell asked what positions are va-
cant. Horace replied, the Executive on Aging, the ADRC Services
Manager, and the Information and Assistance Clerk. There is also one
more position that is open which is the Aging and Disability Services
Specialist I position. So technically, there are four unfilled positions.

7. STATE EXECUTIVE ON AGING (EOA): Caroline Cadirao, EOA
Director and Aaron Arakaki, Grants Manager
A. Caroline focused her remarks on the Kupuna Caregiver’s Pro-
gram which is being improved for 2020 based on the successes and
challenges of the 2019 year. EOA will lead in the efforts to let
more people know about the program so they can apply; redesign-
ing the eligibility criteria, using targeting criteria based on the fi-
nancial needs of the caregiver, and the level of care needed by the
family member to prioritize where the dollars will go, support care-
givers to maximize their employment opportunities, and plan to
evaluate the Program at the end of the year. See attached power-
point.
B. Discussion: While we are glad to have financial help for working
family caregivers, the Program leaves out many caregivers who are
not working thirty-plus (30+) hours per week. Some of these are
the most needy families. While helpful to family caregivers, it does
not address the worker shortage for elders who do not have family

members who can care for them. In addition, the Program creates
new administrative challenges with all the rules that must be fol-
lowed and there is a cost to this administration. We wondered
whether rolling the dollars for Kupuna Caregivers into Kupuna Care
services, using some of the money for working caregivers, but al-
lowing flexibility to meet the greatest needs in each County that
would be a more effective way to get the most care services and the
biggest bang for the taxpayer’s buck. Lito Asuncion noted that the
administrative rules were supposed to be created for Kupuna Care,
but in the 20 years that KC has existed, this has not been done!
Caroline said that they have a 2022 deadline to get it done.
C. Next steps: To follow up on our last meeting on the home caregiver
shortage, we asked Caroline to set up a task force to work on the
critical issues. She said she was convening such a body. Shelly
Ogata suggested that we form a sub-committee for Hawaii County
that can interact with the state body.
8. ADVISORY COMMITTEE ISSUE: LONG TERM CARE

10. AGENCY AND DISTRICT NEWS AND UPDATES
Patrick Toal from the Alzheimer’s Association let us know about a new
program they will be rolling out, a “Memory Cafe Hui” for people with
mild forms of dementia and their caregivers. Once a month they will
gather at the ADRC office for fun and challenges to keep their minds ac-
tive. Interacting with others with the same health conditions will create a
safe and comforting space.
11. ANNOUNCEMENTS: Patrick Toal, Alzheimer’s Association
announced that the “Memory Café Hui” is doing well. Every fourth
Tuesday of each month.
