NOTICE IS HEREBY GIVEN of the following matters to be considered by the Banyan Drive
Hawaii Redevelopment Agency in accordance with the provisions of Chapters 91, 92, and 53,
Hawaii Revised Statutes and Section 2-35-1 of the Hawaii County Code.

CALL TO ORDER
Approval of Addendum and/or Supplemental Agenda (requires four (4) votes and must comply
with HRS § 92-7(d)).

any particular item on this agenda will be taken at the time the particular item is called to

BUSINESS OF AGENCY
1. Review, discussion, and possible action regarding a proposal by Garth Yamanaka to rezone
the Hilo Iron Works properties from the current Open zoning designation (0) to an
Industrial-Commercial Mixed Use (MCX) zoning designation in order to maintain the
existing uses and structures at Pi'opi'o, South Hilo District, Island of Hawai'i on Tax Map
Key(s): (3) 2-2-001:030; :024; :034; :008; :007; and :017-:019
2. Review, discussion, and possible action on H.B.2578 HDI (S.B. 3115) — RELATING TO
PUBLIC LANDS. Presented to the BDHRA will be the current versions of the measure,
committee reports, and submitted testimony to date.
ADMINISTRATIVE MATTERS
1. Approval of minutes from the December 11, 2019, Banyan Drive Hawai'i Redevelopment
Agency meeting.

1. Next meeting tentatively scheduled for Wednesday, March 25, 2020, at the Aupuni Center
Conference Room.

The purpose of the public hearings is to afford all interested persons a reasonable opportunity to
be heard on the above matters.

Submitting Written Testimony: Those submitting written testimony at the meeting should bring
fourteen (14) copies for distribution 20 minutes prior to start of meeting. Public testimony may
also be submitted before 12:00 noon on the business day prior to the meeting: (1) by mail to the
Planning Department in Hilo at 101 Pauahi Street, Suite 3, Hilo, Hawaii, 96720 or in Kona at
74-5044 Ane Keohokalole Hwy., Kailua-Kona, Hawaii 96740; (2) by facsimile to (808) 961-
8742; (3) by email to planningghawaiicounty_.gov Please submit separate testimony for each
item.
If you are a lobbyist, you must register with the Hawaii County Clerk within five days of
becoming a lobbyist [Article 15, Section 2-91.3 (b), Hawaii County Code]. A lobbyist means
"any individual engaged for pay or other consideration who spends more than five hours in any
month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials."

Anyone who requires an auxiliary aid or service, other reasonable modification, or language
interpretation to access this meeting please contact the Planning Department at 961-8288 as soon
as possible, but no later than five (5) working days prior to the meeting date, to arrange for
