HomeMy WebLinkAbout2020-03-25 Standardization Committee MinutesMINUTES COUNTY OF HAWAII STANDARDIZATION COMMITTEE Wednesday, March 25, 2020 County Building Finance Conference Room 25 Aupuni Street, Suite 2103 Hilo, Hawaii CALL TO ORDER The meeting was called to order by Chairperson Deanna Sako at 2:00 p.m. ATTENDANCE There was a quorum with the following committee members and staff in attendance: Deanna Sako, Director of Finance Steven Hunt, Deputy Director of Finance Renee Schoen, Deputy Corporation Counsel David Yamamoto, Director of Public Works Reid Sewake, Business Manager of Parks & Recreation Also present: Diane Nakagawa, Purchasing Agent — Finance Crystallene Pacheco, Private Secretary — Finance Absent: Joseph Kamelamela Lee Lord INTRODUCTION Those present at the meeting were introduced by Ms. Sako. MINUTES OF OCTOBER 22, 2019 MEETING Ms. Schoen moved to approve the minutes of the May 28, 2019 meeting. Mr. Sewake seconded. Motion carried. STATEMENTS FROM THE PUBLIC (AGENDA ITEMS ONLY) There were no statements from the public. NEW BUSINESS Agenda Item 1: Standardize the purchase of Axon Body Camera System for the Police Department. Mr. Sewake made a motion to approve the item and it was seconded by Mr. Yamamoto. Ms. Sako — Police would like to use the Axon Body Camera, which is also be used by three other counties in the State. Also, like how they do with their guns, having only one brand, if one breaks, they are able to borrow from someone else. The Axon Body Camera can be used with their Spillman records system which would allow a faster and easier solution for the officers. Ms. Sako - Sergeant Travis Ing is available by phone if any of the members have any questions. Ms. Schoen — Does the State use this? Ms. Sako — Only the four counties that have Police Officers. This is probably why we don't have a statewide system. That doesn't mean that we couldn't have come all together to do a procurement but thinks at the time whoever went first; the rest wasn't ready to follow. Ms. Nakagawa — Did that County go through a procurement process? Ms. Sako — Hope so. Mr. Hunt — Is this something they can tap their E911 funds for? Ms. Sako —No, the part to link it to the Spillman system which is E911 can but, not the rest of it. It's in the budget. Ms. Sako — Somehow they are linking the Taser camera into this body camera, not sure how that all works. Mr. Sewake — According to their request form, they said it's reliable and dependable. Ms. Sako — One good thing about being the last county, is all the other counties had a chance to test them out. The nightmare will be is all the data space the stored videos will take up on our servers and trying to sort through it when someone has a records request. Ms. Schoen - It lends for easier joint operations. Ms. Sako — any other questions? None. The Committee voted and motion was carried. ANNOUNCEMENTS None. ADJOURNMENT There was no further business.
