Fax(808)323-4440 <br /> <br />Mayor's COVID-19 Emergency Rule No. 3 <br /> <br />Pursuant to the authority vested in me by Hawaii Revised Statutes Chapter 127A <br />and due to the public health concerns related to COVID-19, I hereby find that immediate <br />promulgation of this rule is necessary and do so in order to protect the health, safety, <br />and welfare of the people of this County. <br /> <br />On April 16, 2020, Governor David Ige issued the Fifth Supplementary <br />Proclamation, mandating enhanced social distancing requirements by stating that all <br />customers and employees of essential businesses and operations shall exercise <br />additional social distancing and protective measures to the fullest extent possible <br />regarding the mandatory use of cloth face coverings, six-foot distances, limited <br />customer occupancy, hand sanitizer and sanitizing products, disinfection, high risk <br />populations, online and remote access, pickup at store or delivery, and signage. <br /> <br />This rule incorporates and implements the Governor's Third and Fifth <br />Supplementary Proclamations and provides clarification and additional guidelines to be <br />implemented in this County. <br /> <br />I. Clarification <br />3rd Supplementary Proclamation <br />Part A. <br /> <br />Food, beverage, cannabis production and agriculture. Food and beverage, manufacturing, production, processing, and cultivation, including farming, livestock, hunting, gathering, fishing, baking, and other agriculture, including marketing, production, cultivation and distribution of animals and goods for consumption; licensed cannabis cultivation centers; and businesses that provide food, shelter, and other necessities of life for animals, including animal shelters, rescues, shelters, kennels, and adoption facilities. <br /> <br />Hawaii County Rule <br /> <br />Fishing includes subsistence and commercial fishing for fish sales. <br /> <br />Food production also means food consumption. <br /> <br />Cannabis production means only licensed medical cannabis production.
