Manager -Chief Engineer: Maybe first off, let's confirm who is in attendance. So here, in Kona, we have Benjamin Ney and Nestorio Domingo. Online, I see Jody Howard has joined us as well as Zendo Kern and our Vice -Chair, Eric Scicchitano. So it looks like we have one, two, three, four, five currently in attendance so it meets quorum and we can proceed with the meeting. Vice -Chairperson Scicchitano: Alright. Manager -Chief Engineer: Everybody, I want to thank you for your patience as we maneuver through these challenging times. Page 1 of 2 Minutes March 24, 2020, Budget Hearing Vice -Chairperson Scicchitano: There we go. Okay, will the public hearing of the Water Board on the proposed Fiscal Year 2021 Operating Budget and 5 -year Capital Improvements Budget for the Department of Water Supply please come to order. My name is Eric Scicchitano, Vice -Chair of the Water Board, and the members of the Board who are here today are Benjamin Ney, Nestorio Domingo, Zendo Kern, Judy Howard, and myself. The Water Board, under Section 8-2(c) of the Hawaii County Charter shall adopt the Operating and Capital Improvements Budget for the Department of Water Supply; and under the hearing and advertising provision of Section 10-4, Hawaii County Charter, did publish public hearing notices in the Hawaii Tribune -Herald and in the West Hawai' i Today on March 3, 2020. We are here this morning to accept testimony on the budget. Is there anyone in the audience who wishes to testify'? And if so, for the record, please state your name and organization. Manager -Chief Engineer: So for this particular meeting, as of last Friday, we sent out a supplemental notice, due to the Governor's Proclamation. We closed this meeting to the public; however, we did mention that they do still have the opportunity to submit written testimony. Doreen, as far as you know, did we receive any written testimony'? Secretary: As far as I know, there were none. Manager -Chief Engineer: So we did not receive any, as far as we know, for this public hearing. If there are any that come in, we will be sure to share that with the Board. Vice -Chairperson Scicchitano: Okay. There being no testimony at this time, I would like to entertain a motion that this public hearing to be closed. Z. Kern: So move. B. Ney: Second. Manager -Chief Engineer: It was moved by Zendo Kern and seconded by Benjamin Ney. Vice -Chairperson Scicchitano: Okay, moved by Zendo and seconded by Benjamin. It has been moved and seconded that the public hearing is closed. All those in favor say "aye." Board Members: Aye. Vice -Chairperson Scicchitano: Opposed? (none) Motion is carried. Thank you.
