To Windward Planning Commissioners:
Working from home and online learning have become more normalized during the COVID-19
pandemic. Unfortunately, it has also become apparent that many of us are at an extreme
disadvantage caused by limited broadband internet access in our communities.
I have become one of the disadvantaged. I live in a rural Puna community 13 miles outside of
Hilo. I have limited high-speed internet access because I have only one satellite provider option
and service is very expensive. Even though I could afford to pay for more service, the speed and
bandwidth are limited so I have difficulty with any kind of video streaming. In addition, I only
have one bar of service on my cellphone while I am in my home.
As a population of minorities, we should be cognizant of a system of discrimination against us.
We all know about where we stand with the social determinants of health and the multitude of
negative consequences. Here is a blatant example of systemic discrimination where I am not
allowed to have equal access to not only healthcare (tele-health), but also education, and
resources in general (including the ability to work from home).
Please reconsider how you are perpetuating these inequities, adding to our negative social
determinants of health and, ultimately, discriminating against our minority populations by not
allowing us to have equal access to reliable broadband Internet and cellphone coverage.

I am a permanent resident of HPP.I am 100%against unfinished business case#USE 19-000082 New Cingular Wireless,
AT&T 105 ft cellular tower with all the related equipment on TMK: (3)1-5-023:040.
HPP DOES NOT have a working Board of Directors.Three Directors have resigned.There hasn't been a membership
meeting since 2018.I have been told by numerous residents that the current directors are under investigation.No resident
has been asked about this,nor have we been allowed to vote on this matter.I'm hoping that this permit is denied for the
same reasons it was in February.The lot is right next to our community center&a playground.I don't accept the 25o ft
cut off for harmful emissions since their signal travels for over a mile in all directions!
We don't need or want ANY MORE Cell Towers!lilt!,ill II!t I There are enough in HPP already!!!I I These cell towers should
not be allowed to be placed in any residential area!!!!
I'm hoping the Planning Commission does not conduct any business with HPP until there is a complete Board of
Directors.

paradise park subdivision,also known as item#5 on the county of Hawaii planning commission agenda
set for 06/04/20.
The AT&T tower in question is part of a nationwide roll out of 5G technology which I am objective of for
the fact that there is currently no independent research done on the long-term effects 5G may cause.
The scientific community has published many articles that prove how RF or microwave radiation is
harmful to humans and the environment, Dr. Martin pall wrote a 90 page review on harms of"5G"
technology.
On May 7, 2020, Easton Connecticut passed a resolution calling a halt on 5G technology citing lack of
research and testing!
Dr. Martin L Pall is a professor that majors in Emeritus of Biochemistry and basic medical sciences at
Washington state university, in one of his reports he states how exposure to RF radiation can cause
mutations on the human DNA!
With the lack knowledge of cause and effect that 5G may cause on our community I as well as others in
our community are strongly against the erection of this cellar tower in our residential subdivision.
Furthermore, it should be noted that the location chosen for this particular site is located at our
community center and playground where we hold local markets,family gatherings and parties,
