WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MARCH 5, 2020 <br />A regularly advertised hearing on the application of NEW LINGULAR WIRELESS PCS, <br />LLC DBA AT&T MOBILITY (USE 19-000081) was called to order at 9:37 a.m. in the County <br />of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman <br />Thomas Raffipiy presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Donn Dela <br />Cruz, Thomas Raffipiy, John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Alex Roy (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 30 members from the public in attendance. <br />APPLICANT: NEW LINGULAR WIRELESS PCS, LLC DBA AT&T MOBILITY (USE <br />19-000081) <br />Continued hearing on an application for a Use Permit to allow the construction of a non -manned <br />telecommunication facility consisting of a 180 -foot tall monopole and related equipment within a <br />2,500 -square foot portion of a 9.65 -acre property situated in the County's Agricultural zoning <br />district. The subject property is located north of Kua`aina Road, approximately 0.5 miles from <br />the intersection with Volcano Road (Highway 11), Kea`au, Puna, Hawaii, TMK: (3) 1-7- <br />031:031. <br />RAFFIPIY: With that, we're going to move into our next item on the agenda. It's a new <br />applicantoh, it's a continued hearing on an application for the Use Permit to allow the <br />construction of a non -manned telecommunication facility consisting of a 180 -foot tall monopole, <br />and with that, we'll have Jessica, will be doing the presentation. <br />ANDREWS: Thank you, Chair. I'm going to jump forward in this presentation to essentially <br />cover the actions, the information since the previous hearing, so I will not go through, back <br />through the entire presentation again in the interest of time. So, I apologize, I'm going to <br />actually scroll through to the slide. <br />So, I'm just going to summarize the actions that were taken since February 6h, 2020. On <br />February 101h, notification of the March hearing date was mailed to surrounding property owners. <br />On February 1 Ph, the Applicant relocated the public notification sign to subject property <br />boundary at the nearest public road. An affidavit was provided to the Planning Department on 2- <br />24-20. On February 21 ", a letter of support from Fire Chief Darren Rosario, the Hawaii County <br />Fire Department, was received by the Planning Department.
