JNZY^Os h,� <br /> �I diva <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> 7TE GF•N,� <br /> BILL NO. <br /> ORDINANCE NO. <br /> AN ORDINANCE ESTABLISHING A COUNTY CONSTRUCTION CODE <br /> RELATING TO BUILDING CONSTRUCTION AND RELATED SYSTEMS WITHIN <br /> A BUILDING UNDER CONSTRUCTION BY AMENDING THE HAWAII COUNTY <br /> CODE 1983 (2016 EDITION,AS AMENDED),AS FOLLOWS: <br /> 1) ADOPTING NEW CHAPTERS 5 (CONSTRUCTION ADMINISTRATIVE <br /> CODE), 5A (BUILDING CODE), 5D (ELECTRICAL CODE), 5E (ENERGY <br /> CONSERVATION CODE),AND 5F (PLUMBING CODE); <br /> 2) AMENDING CHAPTER 2, SECTION 2-39; CHAPTER 3, SECTIONS 3-14 AND <br /> 3-15; AND CHAPTER 25, SECTIONS 25-1-5, 25-4-10,AND 25-4-60; AND <br /> 3) REPEALING CHAPTERS 5 (BUILDING CODE), 9 (ELECTRICAL CODE),AND <br /> 17 (PLUMBING CODE). <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAI`L• <br /> SECTION 1. Background. <br /> The administrative provisions for the building, electrical, and plumbing codes are <br /> presently contained in chapters 5, 9, and 17. This ordinance extracts them from these <br /> chapters and consolidates them into a single new chapter. This consolidation will enable the <br /> department of public works to streamline its administration of the permit application and <br /> plan review process by consolidating what are presently separate permits from each of these <br /> chapters into a single permit. The fees for this permit are derived from a simplified fee <br /> structure that is based upon the value of the work to be performed. These changes will <br /> standardize procedures for standard administrative activities such as permitting and <br /> inspections, facilitate implementation of the County's EnerGov online permitting system, <br /> reduce permit processing time, and generally facilitate the department of public works' <br /> efforts to regulate building and construction in the County more efficiently and effectively. <br /> The installation provisions for these codes are placed in new chapters dedicated to the <br /> following areas: building; electrical; energy conservation, and plumbing. This structure will <br /> ease the regular updates to these codes that are required in response to changes to the Hawaii <br /> State building codes,pursuant to section 107-28, Hawaii Revised Statutes. <br />
