I also understand you spoke with Eric Cook earlier today and had some questions similar to what you outlined below. Please note that our Community Development Plan Action Committees are tasked with implementing the CDPs and are set up to process these types of requests,so this would not be an appropriate agenda item for them, but there are a couple of ways to be involved as noted below. As you note Bill 108 outlines where Short-Term Vacation Rentals are permitted. Each district on our island does have zoning designations that allow STVR as a permitted use and there is an application process to request a change of zone to one of those designations should anybody want to go that route. Unfortunately,there was not a market study done to outline the supply and demand projections that you bring up. We are in the middle of a comprehensive update to our general plan and land use maps that identify resort areas will be a component of that update. Also,we will be recommending that a market study of the vacation rentals be conducted as one of our implementation actions. 1 125061 We will be going out with our GP draft this summer where we will be soliciting feedback. I am the Co-chair of the We have been following closely the recently passed Bill 108 (now Ordinance 2018-114)from it's beginning stages with the County Council. Since there are so very few permitted areas for Short Term Vacation Rentals on the east side of the island we believe that with the loss of Kapoho vacation rentals and with normal attrition of vacation rental properties(other islands report 20%attrition per year)that eventually there will be a severe lack of vacation rental properties to accommodate visitors who wish an authentic and affordable Hawaiian experience and not a hotel. In our discussions with Planning Director, Michael Yee, he suggested that we address the General Plan to identify areas of viable overnight stay destinations.
