Subject: Ugh! This planning process is an utter failure.
There is a widespread perception that the community development plans supersede the general plan. I just`read
a smug comment from somebody in Honokaa saying exactly that. I can forward it to you if you like.
We are not ready to break into little groups and discuss the details of the plan. Far too few people even know
the plan exists. The general plan will have zero validity, and I will argue against its adoption,because so little
has been done to make people understand it's significance.
As to the plan itself, it starts out fairly well, stating this fairly close to the top:
Identifies the visions, values, and priorities"
But that should be followed by an identification of the visions values and priorities to be served by the general
plan.
It is not. You need to put the most important things front and center, where they are accessible,rather than
drowning them in details only a planner could love.
This is a textbook example of poor planning and a waste oftaxpayer resources
