Message: I think in the funding section something should be said not only about looking for funding sources but also that
their is proper staffing to seek alternative sources such as designated grant writing staff and travel funds to learn about
funding sources.
Also in the mapping,the CDP maps should be the basis of the mapping.
Be careful of language use.When something is required use "shall" and when aspirational use"should." I saw at least
one place where "is required" rather than "shall."
