From: Sent:Tuesday, October 29, 2019 8:10 PM To:Yee, Michael<Michael.Yee@hawaiicounty.gov> x) Subject: Discovery Harbour Development c Hawaii County Planning Department Attn: Michael Yee—Hawaii County Planning Director michael.yee@hawaiicounty.gov Regarding Hawaii General Plan,TMK( As an owner and part time resident in Discovery Harbour I would like to express my strong support for the change in designation to the gateway lots to medium density MDU from the current recommendation of low density LDU. I have been very much in favor of some kind of significant development since it was first proposed by SPIG several years ago. How this process has been derailed by a few members, or even a single member, of the old board of directors is beyond my comprehension and very frustrating. She/they were not acting on my behalf in any way and to my knowledge did so without any attempt to solicit input from me or anyone else that I know. There certainly was no community forums or discussions until after everything was a tangled mess and tied up in litigation. The reasons I favor this development are: Discovery Harbour was designed with some sort of commercial enterprise in mind. There is no way that the original intent of a working and profitable golf course can be realized without some additional supporting businesses in the area. At the very least some sort of accommodations and dining options. Discovery Harbour and Mark Twain combined is a community as large or possibly larger than Naalehu. To force the residents to travel for everything is counterproductive for everyone involved. If basic services such as a small grocery store, gas station, and restaurant were available in discovery harbor, it could potentially reduce demand on the inadequate infrastructure such as roads that currently exists. I understand that additional businesses would add demand to that infrastructure, but this activity would also increase the tax base and possibly make it more feasible to improve the existing roads. Discovery Harbour contains a large number of elderly residents. Reducing the need to travel to Kona or Hilo—even if only for a few trips per year—would reduce a certain amount of stress and risk not only for this part of the population but for younger residents as well. Property values—development would make the entire area more attractive as a place to live and bring up the property values making the community more viable and vibrant. Having an additional reason for tourists to visit the south end of the island would in turn increase the demand for existing businesses in the area. Fairness. I believe that property owners should be able to invest and create without the rules being changed seemingly arbitrarily and based on the opinions/desires of a small group of activist individuals. Why not—no one has been able to provide me with any solid reasons why development should be restricted to this extent. Thank you for your consideration 1 1. 28948 James Buhler 5805 Aouli Place, Discovery Harbour P0 Box 568, Naalehu, Hawaii, 96772) jamesbuhler@telus.net 250-489-3820 2
