This may be an unpopular idea but the world's changing climate seems to be altering the global-Weller patterns for the worse. Hawaii, isolated as it is, is no exception. Our storm rate will rise. When you combine this with our island's volcanic nature and our history of tsunamis the area on the ocean side of Ali'i Drive is, and will become, more of a liability for the island. With the idea of remaking this area into a public park from Kahulu'u Beach into Kona I would suggest the County plan to condemn this area and apply restrictions to achieve this end. It does not have to be a quickly implemented plan and would be less a burden on the County if it was done over a 25 year period. I will list a few of the ways this could be done: 1. Stop issuing building and remodeling permits, now. 2. buyouts (offer) 3. except bequeath properties and offer tax incentives 4. property swap (offer) As properties slowly become available the County can remove the structures and restore the beach area for public access. This will result in a vast improvement in the Kailua/Kona area tourist attraction and the ongoing struggle of the local people for beach access. Thank you and aloha fir z 1 127284
