SUBJECT: Review of the Draft General Plan
I'm writing to request your assistance in reviewing the Draft General Plan for Hawai'i Island.
Please provide comment by September 30, 2019. The Draft General Plan is available online for

Since February 2015, the Planning Department has been working on the General Plan
Comprehensive Review. The General Plan is the County's long-range policy for the
comprehensive physical, economic, environmental, and sociocultural wellbeing of the county.

As such, it focuses on a County-wide scale, using a 25-year planning horizon. It both establishes
County policy and prioritizes implementation actions, needed to achieve the long-term goals.
And it's important because all public improvements, zoning and subdivision must be consistent
with the General Plan.
During this review, we confirmed that our goals from the last General Plan Comprehensive
review are still appropriate. We worked hard to understand existing conditions and historic
trends. We analyzed existing policy including those policies in the Community Development
Plans and we engaged a consultant to help us explore alternative futures using scenario
planning to model a few scenarios.
The General Plan is most effective when all County agencies coordinate to create a proactive,
strategic plan for growth development and the delivery of County services. The General Plan is
intended to benefit each department by providing a planning tool that reflects each agency's
goals and challenges and provides clear guides for budgeting strategies and prioritizing actions.
The General Plan also provides a framework for collaboration to coordinate efforts with State,
Federal, private, or community entities.
Therefore, it is important that we get your review and feedback.
To help facilitate your review, we would like to invite you and/or your assigned staff to attend
an agency "coffee hour" session. Two of these events have been scheduled, see below. The
coffee hours are identical, so plan to attend the one most convenient for you. Coffee hours are
informal, drop-in open houses where you can talk with planning staff, learn about the General
Plan and give feedback in a variety of ways.
