No. 53.3: Charter Amendment Proposal Summaries as revised per the recommendations of the Ad Hoc Committee, which was established to develop Charter Amendment Proposal summaries and ballot questions, propose consolidation of Charter Amendment Proposals, and propose renumbering of Charter Amendment Proposals for sequential ordering; as submitted by Chair Adams. REPORTS 1. Comm. No. 53.2: Report and Recommendations of the Ad Hoc Committee established to develop Charter Amendment Proposal summaries and ballot questions, propose consolidation of Charter Amendment Proposals, and propose renumbering of Charter Amendment Proposals for sequential ordering; as submitted by Chair Adams. (Note: The Charter Commission will not deliberate or take action on the Report and Recommendations of the Ad Hoc Committee during this meeting of July 10, 2020, pursuant to Hawai `i Revised Statutes Section 92-2.5(b), which requires that deliberation and decision making on the matter investigated may only occur at a duly noticed meeting held subsequent to the meeting at which the findings and recommendations were presented to the full membership of the board or commission. The Charter Commission anticipates discussion and decision making on the recommendations of the Ad Hoc Committee to occur during a Special Meeting on July 24, 2020.) REFERRALS FOR EXECUTIVE SESSION Discussion and review of Executive Session minutes of August 8, 2019. The Commission anticipates a motion and vote to approve the executive session minutes during open session. The Charter Commission anticipates convening an executive meeting regarding the above matters, pursuant to Section 92-5(a)(4) of the Hawaii Revised Statutes, for the purpose of consulting with the Commission's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities. A two-thirds vote of the members present is necessary to hold an executive meeting; provided the affirmative vote constitutes a majority of the members to which the board is entitled, pursuant to Section 92-4 of the Hawaii Revised Statutes, and Rule I(d) of the 2018-2020 Hawaii County Charter Commission Rules of Procedure. Written testimony will be presented to Commission members as soon as practicable NOTICE TO LOBBYISTS If you are a lobbyist, you must register with the Hawai `i County Clerk within five days of becoming a lobbyist (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County Code.)
