STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
Public Testimony will be taken during the meeting via videoconference from the
conference room across from the Hilo Council Chambers at 25 Aupuni St. (Hawai`i
County Building), and at the Kona Council Office Conference Room at West Hawaii
Civic Center, 74-5044 Ane-Keohokalole Highway, Building A. Testifiers will be
required to wear a protective mask that covers their mouth and nose, physically distance
themselves from others, and sanitize their hands prior to entering the testimony site.

Comm. No. 53.3: Charter Amendment Proposal Summaries as revised per the
recommendations of the Ad Hoc Committee, which was established to
develop Charter Amendment Proposal summaries and ballot questions,

There is a motion on the floor, made by Commissioner Saquing and
seconded by Commissioner Zelko-Schlueter, to approve the
recommendations of the Ad Hoc Committee as presented in Comm. No.
53.3.
2. Comm. No. 53.2: Report and Recommendations of the Ad Hoc Committee
established to develop Charter Amendment Proposal summaries and ballot
questions, propose consolidation of Charter Amendment Proposals, and
propose renumbering of Charter Amendment Proposals for sequential
ordering; as submitted by Chair Adams.
Postponed: July 10, 2020

seconded by Commissioner Zelko-Schlueter, to approve the
recommendations and adopt the report of the Ad Hoc Committee as
presented in Comm. No. 53.2.

Notice is hereby given that pursuant to HRS §92-3.5, this meeting will be conducted via
interactive conference technology. Commissioners will be present at the Kona Council
Chambers, West Hawaii Civic Center; 75-5044 Ane Keohokalole Highway, Building A,
Kailua-Kona, Hawaii.
Submitting Testimony: Those wishing to testify in person must register with the
Commission Secretary. Testimony may also be submitted (1) by mail to Shannon
Magnuson, Office of the County Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii
96720; or (2) by e-mail to charter.commission@hawaiicounly.gov. Please submit
separate testimony for each item. All oral and written testimony will be made a part of
the public record. Written testimony will be presented to Commission members as soon
as practicable
NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawai `i County Clerk within five days of
becoming a lobbyist (Article 15, Section 2-91.3(b), Hawaii County Code). A lobbyist
means "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to
influence legislative or administrative action by communicating or urging others to
communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County
Code.)
Registration forms and expenditure report documents are available at the Office of the
County Clerk -Council, 25 Aupuni Street, Hilo, Hawai `i 96720.
