NOTICE OF PUBLIC MEETING
KAILUA VILLAGE DESIGN COMMISSION
COUNTY OF HAWAII
NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design
Commission of the County of in accordance with the provision of Section 92-7,
Revised Statutes.
Based on the Mayor' s Proclamation regarding COVID- 19, these meetings will be online
until further notice. This is to prevent the spread of COVID- 19 and to maintain social
distancing.
DATE: August 4, 2020
TIME: 5:15 PM
PLACE: Live Stream Meeting- The public will be able to view and listen to the
meeting. Access to the online meeting will be provided at
www.planning.hawaiicounty.gov at the time of the hearing.
STATEMENTS FROM THE PUBLICPublic participation will be limited to only
written testimony via email at planning@hawaiicounty.gov or submitted at the Hilo
or Kona Planning Departments no later than 4:30 p.m . on July 29, 2020 by mailor
no later than 4:30 p.m. on July 31, 2020 by email (See Submitting Testimony
below).
The application, agenda and minutes will be available for review at
www.planning.hawaiicounty.gov no later than July 27, 2020. This information can
also be requested by sending an email to staff planner, Rosalind at

1. The applicants, Aleksandr and Tanya Agarkov, are proposing to convert an existing
two-story single-family dwelling into a two-unit duplex with four bedrooms each.
The two-unit duplex convert the storage rooms and workshops on the first floor to the
additional bedrooms. The building permits issued for the single-family dwelling
included 2 storage rooms, 2 workshops, exterior stairs to upper level, 4 bathrooms,
dining room, kitchen, living room and family room with a bar sink. The dwelling was
also tied into the public sewer line in 2019.

Submitting Testimony: Due to the current requirement for online meetings for the Kailua
Village Design Commission due to the COVID-19 Pandemic, the Planning Department is
requesting the following: That a person desiring to submit written testimony shall
indicate her/his name; address; and whether the testimony is on her/his behalf or as a
representative of an organization or individual. If testimony is being submitted on behalf
of an organization, documentation showing membership ratification should accompany
the testimony. Public testimony can be submitted by mail or email. Those submitting
written testimony by mail should provide eleven ( 11) copies for distribution. Public
testimony submitted by mail, should be mailed to the Kailua Village Design Commission
at the Planning Department office addresses in Hilo and Kona listed below. Mailed
testimony should be received no later than July 29, 2020, to allow for mailing and
thorough Commission review. Public testimony that is submitted by email to
planning@hawaiicounty.gov, should be submitted no later than 4: 30 p.m. on July 31,
2020.
Notice: If you are a lobbyist, you must register with the County Clerk within
five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), i County Code}.
A lobbyist ividual engaged for pay or other consideration who spends
more than five hours in any month or $275 in any six-month period for the purpose of
attempting to influence legislative or administrative action by communicating or urging
others to communicate with public o-91.3 (a) (6),
County Code.}
Copies of the applications are on file and open to inspection during office hours at the
Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, Hawai` i and at
the Kona office of the Planning Department, West Hawai`i Civic Center, 74- 5044 Ane
Keohokalole Highway, Building E, 2nd Floor, Kailua-Kona, Hawai` i.
