EXECUTIVE SESSION
The commission will meet in executive session to consider charges against officers or
employees of the Hawaii Police Department where matters affecting privacy will be
involved, to consider sensitive matters relating to public safety, and may consult with
Corporation Counsel on questions and issues pertaining to the commission's powers,
duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the
Hawaii County Charter Section 13-20 (b).
CONSIDERATION AND INVESTIGATION OF COMPLAINTS (Briefly summarized.)
• Complaint HPC 20-06: Complainant alleged that officers put her in harm's way
when they responded to her call for assistance.
• Complaint HPC 20-07: Complainant alleged that during a traffic stop, an officer
threatened him and used profanity.
• Complaint HPC 20-11: Complainant alleged that when she didn't leave a church's
premises after hours, officers harassed her. She also alleged that she was injured
when they arrested her.
• Complaint HPC 20-13: Complainant complained about the manner in which an
officer questioned her when she reported a missing person. She alleged that, out of
spite, the officer arrested her on a warrant.
• Complaint HPC 20-16: Complainant alleged that while stopped on the road during a
police incident, a bullet whizzed past his passenger window which could have
caused injury or death.
• Complainant HPC 20-17: Complainant alleged that an officer didn't return his calls
about the status of his theft complaint.
• Complaint HPC 20-22: Complainant is homeless. She stated that while sleeping
behind the Hilo Armory at night, two officers woke her up and told her she couldn't
be there. She alleged that one officer told her to get in the water, to leave the island,
and that he would harass her every day.
• Review of complaints under the non-acceptance category of not being filed within 90
days of the incident; for being speculative, hypothetical, or not based on facts; and
not alleging an element of misconduct.
