MINUTES
JULY 2, 2020
The Windward Planning Commission met in regular session at 9:06 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Thomas Raffipiy presiding.
COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Thomas Raffipiy, John
Replogle.
ABSENT AND EXCUSED: Dean Au.
ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel
for the Windward Planning Commission), John Mukai (Deputy Corporation Counsel for the
Planning Department), Alex Roy (Planner), Jessica Andrews (Planner),Christian Kay (Planner),
Tracie Camero (Planner), Kim Tanaka(Planning Staff) and Melissa Dacayanan-Salvador
(Temporarily Assigned Commission Secretary).
A quorum was present. Chairman Raffipiy introduced the Commissioners and staff to members
of the public. He explained the procedures for public testimony, social distancing, requirement
of wearing a mask, and asked that cell phones be silenced.
STATEMENTS FROM THE PUBLIC—No statements were presented under this section of the
agenda.
1. APPLICANT: PARADIS KAWEHIONALANI REED & MARK ANDREW REED
(SPP 20-000214)
Application for a Special Permit to allow for the construction and operation of an
independent elder care home with ten (10) units and one (1) main kitchen on the subject
parcel. The 1.143-acre subject parcel is located at 420 Ainalako Road, approximately
0.8 miles southeast of Ainaola Drive in Waiakea, South Hilo District, Hawaii,
TMK: (3) 2-4-078:008.
The Commission took this item up at 9:08 a.m. with approximately 9 members of the public in
attendance and one (1)testifier.

Action: It was moved by Commissioner Replogle and seconded by Commissioner Aguinaldo
that SPP No. 20-000214 be approved based on the Planning Director's recommendation, which
shall be adopted. A roll call vote was take, and the motion carried with four ayes (Replogle,
Aguinaldo, Clarkson, Raffipiy) and no noes.

2. APPLICANT: DR. BRIAN SUGAI (AMEND REZ 09-000101)
Application for a six (6)-year time extension to Condition D (Time to Complete
Construction) of Ordinance No. 10 019, which reclassified approximately one (1) acre of
land from an Agricultural 1-acre (A-la) to Neighborhood Commercial-20,000 square feet
(CN-20) zoning district. The subject property is located adjacent to the Alenaio drainage
channel on the east side of Komohana Street approximately 700 feet south of the
Komohana Street-Ponahawai Street intersection, Ponahawai, South Hilo, Hawaii,
TMK: (3) 2-3-037:019.
The Commission took this item up at 9:33 a.m. with approximately 9 members of the public in
attendance and one (1)testifier.

Action: It was moved by Commissioner Replogle and seconded by Commissioner Aguinaldo
that a favorable recommendation be forwarded to the County Council of Change of Zone
Ordinance No. 10 019 based on the Planning Director's recommendation, which shall be
adopted. A roll call vote was taken, and the motion carried with four ayes (Replogle, Aguinaldo,
Clarkson, Raffipiy) and no noes.
This item ended at 9:55 a.m.
Chairman Raffipiy called a recess at 9:56 a.m.., and the meeting was reconvened at 10:03 a.m.
3. INITIATOR: PLANNING DIRECTOR
An ordinance amending Chapter 25 (Zoning Code), Articles 1 and 5 of the Hawaii
County Code 1983 (2016 Edition, as amended), relating to primary airports. The purpose
of these amendments is to establish a land use called "Primary Airports"by adding a
definition, identifying accessory land uses, and adding the land use as a permitted use
within the County's Light Industrial (ML) and General Industrial (MG) zoning districts.
The Commission took this item up at 10:03 a.m. with approximately 7 members of the public in
attendance.

Action: It was moved by Commissioner Aguinaldo and seconded by Commissioner Replogle
that a favorable recommendation be forwarded to the County Council on the Ordinance
amending Hawaii County Code, Chapter 25 based on the Planning Director's recommendation,
which shall be adopted. A roll call vote was taken, and the motion carried with four ayes
(Replogle, Aguinaldo, Clarkson, Raffipiy) and no noes.

4. APPLICANT: DIERDRE AND BENJAMIN IMAGIRE (SPP 19-000212)
Continued hearing on the application for a Special Permit to allow the development and
operation of a chiropractic, acupuncture and massage clinic and related improvements on
an approximately one-acre portion of a two-acre property situated in the State Land Use
Agricultural District. The subject property is located off`Rima Street, approximately 0.2
miles northwest(mauka) of Ainaloa Boulevard, between 35th and 36th Avenue,
Orchidland Estates, Kea`au, Puna, Hawaii, TMK: (3) 1-6-009:017 (por).
The Commission took this item up at 10:40 a.m. with approximately 7 members of the public in
attendance.

Action: It was moved by Commission Clarkson and seconded by Commission Replogle that the
Commission continue this agenda item to the next Commission meeting. A voice vote was
taken, and the motion passed.

MINUTES —The Commission took this item up at 11:11 a.m.
Approval of Minutes of the June 4, 2020 Meeting_—It was moved by Commissioner Replogle
and seconded by Commissioner Clarkson, that the Minutes of June 4, 2020, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS —The Commission took the following up at 11:12 a.m.
1. Discussion of recent Special Management Area(SMA) determinations, minor permits
and enforcement action issued by the Planning Director. Planner Christian Kay indicated
the updated SMA report for the Commission will be provided at the next meeting.
ANNOUNCEMENTS
There were no announcements.
ADJOURNMENT—There being no further business, it was moved by Commissioner Replogle
and seconded by Commissioner Aguinaldo that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Raffipiy
adjourned the meeting at 11:12 a.m.
